(Credit: Donald Trump Speeches &amp; Events via YouTube)<\/figcaption><\/figure>\n<p>GOP presidential candidate Donald Trump has been going through a series of reversals this week, and today\u2019s highlights include the dissing of&nbsp;America\u2019s space program.<\/p>\n<p>\u201cSomeone just asked me backstage, \u2018Mr. Trump, will you get involved in the space program?&#8217;\u201d he said during a town hall in Daytona Beach. Fla. \u201cLook what\u2019s happened with your employment. Look what\u2019s happened with our whole history of space and leadership. Look what\u2019s going on, folks. We\u2019re like a Third World nation.\u201d<\/p>\n<p>The rare reference to space policy was sandwiched within nearly an hour\u2019s worth of campaign rhetoric, and the comments catered to a Florida crowd. Employment on the Space Coast was hit hard by the space shuttle fleet\u2019s retirement in 2011. Thousands of jobs were lost.<\/p>\n<p>Now Florida\u2019s aerospace jobs are&nbsp;starting to&nbsp;come back, thanks to SpaceX\u2019s launches and landings, NASA\u2019s commercial crew program, the development of the Orion crew vehicle, Blue Origin\u2019s orbital space program and other ventures. Nevertheless, complaints about jobs resonate with Floridians who suffered through the post-shuttle blues and the Obama administration\u2019s cancellation of the Constellation back-to-the-moon program.<\/p>\n<p><span class=\"icon-quotes-left\"><\/span>&nbsp;Right now, we have bigger problems. You understand that? We\u2019ve got to fix our potholes.<span class=\"icon-quotes-right\"><\/span><\/p>\n<p>One problem is that the space effort tends to rank relatively low on the political agenda: NASA\u2019s 2016 spending plan&nbsp;amounts to $19.3 billion, which is less than&nbsp;half a percent of this year\u2019s $3.9 trillion federal budget. Little tends to be said about the space program beyond the bromides.<\/p>\n<p>Back in November, Trump faced a question about space from a 10-year-old boy in New Hampshire. \u201cI want to know your opinions on NASA,\u201d the boy said.<\/p>\n<p>\u201cYou know, in the old days, it was great,\u201d Trump replied. \u201cRight now, we have bigger problems. You understand that? We\u2019ve got to fix our potholes. You know, we don\u2019t exactly have a lot of money.\u201d<\/p>\n<p>The platform approved last month at the Republican National Convention gave more of a shout-out to the space program, declaring that \u201cwe must sustain our pre-eminence in space\u201d and praising the \u201cpublic-private partnerships between NASA, the Department of Defense and commercial companies.\u201d<\/p>\n<p>Retired NASA astronaut Eileen Collins put in a good word during a brief address to the convention, calling for \u201cleadership that will make America\u2019s space program first again \u2026 leadership that will make America great again.\u201d<\/p>\n<p>And in a Reddit \u201cAsk Me Anything\u201d session that was conducted last week during the Democrats\u2019 convention, Trump said, \u201cHonestly I think NASA is wonderful! America has always led the world in space exploration.\u201d<\/p>\n<p>Today he changed his tune. Or is Trump\u2019s downbeat view of NASA the tune he originally had in mind? What would Hillary do?<\/h4>\n<p>So what about Democratic presidential candidate Hillary Clinton? She has often recounted&nbsp;the tale of how she wrote a letter during her teen years, telling NASA that she wanted to be an astronaut&nbsp;\u2013 only to be told that NASA had no plans to send women into space. (The Washington Post\u2019s Fact Checker column looked into the story extensively&nbsp;and gave Clinton an approving checkmark.)<\/p>\n<p>Over the years, Clinton has been&nbsp;supportive of NASA. \u201cI really, really do support the space program,\u201d she said in New Hampshire last year. She has said that identifying&nbsp;potentially threatening near-Earth objects is a good idea, and she\u2019s&nbsp;promised to get to the bottom of the UFO&nbsp;controversy.&nbsp;But other than that, she hasn\u2019t provided a whole lot of policy specifics.<\/p>\n<p>The Democratic platform says \u201cwe will strengthen support for NASA and work in partnership with the international scientific community to launch new missions to space.\u201d<\/p>\n<p>Embed from Getty Images<br \/>\n<iframe loading=\"lazy\" style=\"display: inline-block; position: absolute; top: 0; left: 0; width: 100%; height: 100%; margin: 0;\" src=\"\/\/embed.gettyimages.com\/embed\/540435032?et=rfbDP7gLQiZQJb5IiwzXWw&amp;viewMoreLink=on&amp;sig=bcmR5Im2g6GZJBlWd4joE34pG4ze81F6-dB2S9nlh5A=&amp;caption=true\" width=\"630\" height=\"414\" frameborder=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p style=\"margin: 0;\">\n<p>Some of the outlines of a Clinton space policy might well be found in the views of former NASA Deputy Administrator Lori Garver, who served as Clinton\u2019s space policy adviser during the 2008 presidential campaign and then headed Barack Obama\u2019s NASA transition team.<\/p>\n<p>At last year\u2019s GeekWire Summit, Garver said commercialization was the best way to accelerate the pace of the space effort. But she also said commercial and scientific factors weren\u2019t enough by themselves to push humanity\u2019s space frontier outward:<\/p>\n<blockquote>\n<p>\u201cNo matter who is president, we have to have a geopolitical purpose to send humans to Mars, or go back to the moon, or go to an asteroid.&nbsp;What we&nbsp;need is the capability to do it in a time frame and at a cost&nbsp;that is achievable&nbsp;\u2013 and I think that\u2019s within 10 years. We\u2019re not there right now. What would it take for NASA&nbsp;to get there? Frankly, I think the next president will have a lot to say about that.\u201d<\/p>\n<\/blockquote>\n<p>That sounds a lot like NASA\u2019s&nbsp;\u201cflexible path\u201d strategy, which focuses on developing technologies that could be used for trips to near-Earth objects, the moon or Mars. Obama started out targeting a near-Earth asteroid,&nbsp;but it\u2019s conceivable that the next administration (and the next Congress) will shift its focus more fully toward the moon or Mars&nbsp;in cooperation with international partners.<\/p>\n<p>Will those partners eventually include China?
