The “Radio Frequency Use License” and “Space Radio Station License” are usually reviewed together and issued at the same time. The license will state key parameters such as the orbital altitude and inclination of each satellite. If the actual orbit differs by more than 5% from what is stated on the license, a new application will be required. Frequency licenses cannot exceed 10 years and radio station licenses cannot exceed 3 years and must be renewed before expiration.<\/p>\n
2. Launch permission: Globally, whether it is a commercial company or a national agency, as long as it plans to carry out launch activities, it must obtain prior approval from the designated national aerospace regulatory agency or competent authority. In our country, before all types of spacecraft enter the launch site, application materials must be prepared in accordance with administrative licensing regulations and with reference to the “Interim Measures for the Administration of Civilian Space Launch Project Licenses”. Nine months before the scheduled launch month, the provincial industry authorities must apply to the State Administration of Science, Technology and Industry for National Defense for a launch license, and prepare relevant materials in accordance with relevant regulations and submit them to the Equipment Development Department of the Military Commission for special review.<\/p>\n
3. Launch plan coordination: The launch site generally collects the mission plan for the next year in the previous year and applies to the State Administration of Science, Technology and Industry for National Defense and the Equipment Development Department of the Military Commission for launch plan scheduling. Projects that are not included in the annual launch plan cannot enter the launch site for launch. After the launch schedule is determined, if the launch plan is significantly adjusted for any reason, a timely report must be made to the State Administration of Science, Technology and Industry for National Defense and the Equipment Development Department of the Military Commission through the provincial industry authorities.<\/p>\n
4. Product factory approval: The factory approval of aerospace products is a strict final review and release link. Its core is to confirm that the product has completed all development work, met the technical indicators, and has the conditions to perform the launch mission. Under normal circumstances, rocket and spacecraft development units, together with major user units, submit a factory request for instructions one month before the Star Arrow leaves the factory. According to the “Satellite and Launch Vehicle Factory Approval Procedures”, the State Administration of Science, Technology and Industry for National Defense, in conjunction with relevant departments, organizes the factory approval of launch vehicles and satellites.
