Up to now, more than a dozen provinces and cities in China have introduced more than 100 commercial aerospace-related policy plans and built more than 20 aerospace-related industrial parks. Regarding the practices of these provinces and cities in developing the commercial aerospace industry, there are mainly the following categories.<\/p>\n<p>1. Overall construction model of industrial ecology<\/p>\n<p>The main representatives of this industrial development model are Beijing and Shanghai. Both Beijing and Shanghai have a strong foundation in the aerospace industry and have the foundation for building an aerospace industry ecology. Judging from the actual development path, Beijing is focusing on creating a development pattern of &#8220;Arrow in the South and Star in the North&#8221;, planning to build a commercial aerospace industry cluster worth hundreds of billions in 2028 and build a commercial aerospace innovation and development highland with global influence. From the perspective of industrial foundation, in terms of rocket development, Beijing not only has the First Academy of Aerospace Science and Technology, but also has many commercial rocket companies including Blue Arrow Aerospace, Interstellar Glory, and Galaxy Power. In terms of satellite development, Beijing not only has the Fifth Academy of Aerospace Science and Technology, but also has major commercial satellite companies such as Galaxy Aerospace and Micro-Nano Star. In terms of satellite applications, Beijing not only focuses on traditional communications, navigation, and remote sensing fields, but also actively expands integration applications with emerging technologies such as autonomous driving, low-altitude economy, and smart cities. In comparison, Shanghai&#8217;s development strategy is to focus on building the &#8220;Shanghai Arrow&#8221; and &#8220;Shanghai Star&#8221; to form a pattern in which the commercial aerospace industry ecology of the Yangtze River Delta economic circle develops in the same direction. From an industrial basis, in terms of rocket development, Shanghai has the Eighth Academy of Aerospace Science and Technology, Aerospace Science and Technology Group Commercial Rocket Company, etc., and in terms of satellite development, there are Shanghai Micro, Gerth Aerospace, etc. In terms of satellite applications, Shanghai is building a global space network with the Qianfan constellation as the driving force to provide low-latency, high-speed, and high-reliability satellite Internet services to global users. Using the industrial demand of the Qianfan constellation as an engine, it actively attracts investment and attracts industry chain supporting enterprises to create an ecological pattern for the entire industry chain.<\/p>\n<p>2. Using industry leaders as the driving force to drive the gathering of subsidiary industry chains<\/p>\n<p>The main representative of this industrial development model is Xi&#8217;an. When the Third Line was under construction, the northwest region gathered many important aerospace scientific research forces. From the late 1980s to the 1990s, in order to attract and stabilize the talent team, many Third Line units hidden in the ravines began to adjust and relocate one after another. In 1993, the 067 base was relocated to Xi&#8217;an as a whole and later developed into today&#8217;s Sixth Institute of Aerospace Science and Technology. In the same year, the original 063 base (the Fourth Institute of Aerospace Science and Technology) was gradually relocated to Xi&#8217;an from Lantian and other places. In 2008, the Aerospace Science and Technology Group established the Xi&#8217;an Branch of the Fifth Academy of Aerospace Science and Technology based on the 504 Institute. Using satellite application scenarios to drive the gathering of enterprises in the industrial chain<\/p>\n<p>The main representative of this industrial development model is Chongqing. China Star Network has deployed a national spatio-temporal big data center in Chongqing. With the help of China Star Network&#8217;s technical strength, Chongqing will take advantage of its megacity scale, diverse geographical features, and complete industrial categories to promote the deep integration of satellite application industries with regional characteristics and industrial foundations. It plans multiple large-span comprehensive demonstration application scenarios of aerospace information, builds a satellite Internet industry ecology and an aerospace information industry cluster, and plans to build a satellite Internet comprehensive application demonstration zone by 2030 and form a 100-billion-level aerospace information industry cluster.<\/p>\n<p>4. The model of driving industrial development through the construction of important infrastructure such as launch stations<\/p>\n<p>The main representatives of this industrial development model include Wenchang and Haiyang. Wenchang has built my country&#8217;s only commercial space launch site. Two medium and large liquid launch stations have been built and two medium and large liquid launch stations are under construction. Wenchang has gathered industries related to rocket development, satellite development, and satellite application through the launch stations. Shandong has built the Oriental Spaceport in Haiyang.
