After 1998, my country implemented a policy of separate management of military satellites and civilian satellites. The General Armament Department of the Chinese People&#8217;s Liberation Army is responsible for the management of all military satellites, and the State Administration of Science, Technology and Industry for National Defense, the Ministry of Finance and the National Development and Reform Commission jointly manage all civilian satellites. In recent years, with the continuous development of the commercial aerospace industry, new changes have occurred in the management and supervision units of my country&#8217;s aerospace industry, which are mainly reflected in the following two documents.<\/p>\n<p>On May 30, 2019, the State Administration of Science, Technology and Industry for National Defense and the Equipment Development Department of the Central Military Commission jointly issued the &#8220;Notice on Promoting the Standardized and Orderly Development of Commercial Launch Vehicles&#8221; (Science and Industry First Division [2019] No. 647). According to the requirements of the document, commercial launch vehicles engaged in space launch activities Rocket enterprises shall prepare application materials in accordance with the &#8220;Interim Measures for the Administration of Civilian Space Launch Project Licenses&#8221; and apply to the Administration of Science, Technology and Industry for National Defense for a launch license through the provincial defense science, technology and industry management department; prepare relevant materials in accordance with relevant regulations and submit them to the Equipment Development Department of the Military Commission for special review. Only after obtaining the launch license and passing the special review can the launch test activities be carried out according to the procedures. In addition, the document also stipulates that if commercial rocket companies need to export dual-use items and technologies, contract for international commercial launch services and other activities, they should entrust a foreign trade company with relevant qualifications to undertake it.<\/p>\n<p>On May 7, 2021, the State Administration of Science, Technology and Industry for National Defense and the Equipment Development Department of the Central Military Commission jointly issued the &#8220;Notice on Promoting the Orderly Development and Strengthening Safety Management of Microsatellites&#8221; (Science and Technology Division No. 1 [2021] No. 466). The notice clarified that engaging in scientific research and production activities such as the design, development, transportation, storage, testing, and operation of microsatellites with a mass of more than 500 kilograms To carry out scientific research and production activities, or engage in related scientific research and production activities of power supply, propulsion, engine, pyrotechnics and other sub-systems and their ancillary products, scientific research and production activities can only be carried out after obtaining the relevant qualifications for scientific research and production of weapons and equipment with the approval of the national defense science and technology industry management department in accordance with the &#8220;Regulations on the Administration of Scientific Research and Production Licensing of Weapons and Equipment&#8221; and &#8220;Measures for the Implementation of Scientific Research and Production Licensing of Weapons and Equipment&#8221;.<\/p>\n<p>The following is a brief introduction to some of the main management and supervision units of my country\u2019s aerospace industry:<\/p>\n<p>1. Bureau of Science, Technology and Industry for National Defense<\/p>\n<p>The predecessor of the State Administration of Science, Technology and Industry for National Defense can be traced back to the National Defense Science and Technology Commission of the Chinese People&#8217;s Liberation Army established in 1952. In May 1982, the former Commission of Science and Technology for National Defense of the Chinese People&#8217;s Liberation Army, the Office of National Defense Industry of the State Council, and the Office of the Science, Technology and Equipment Commission of the Central Military Commission merged to form the Commission of Science, Technology and Industry for National Defense. It is affiliated to the Central Military Commission and its work is under the dual leadership of the State Council and the Central Military Commission. In March 1998, the Commission of Science, Technology and Industry for National Defense was abolished and a new Commission of Science, Technology and Industry for National Defense was established as one of the constituent departments of the State Council. On March 15, 2008, the State Council carried out organizational reforms and incorporated all the responsibilities of the former Commission of Science, Technology and Industry for National Defense, except for nuclear power management, into the newly established Ministry of Industry and Information Technology of China. At the same time, the State Administration of Science, Technology and Industry for National Defense was formally established to coordinate the management of nuclear, aerospace, aviation, shipbuilding, weapons, electronics and other strategic high-tech industrial fields, and to provide business guidance to the national defense science, technology and industry management agencies of provinces, autonomous regions and municipalities directly under the Central Government, forming an industry management system from the central to the local level.<\/p>\n<p>2. Equipment Development Department of the Military Commission<\/p>\n<p>The Equipment Development Department of the Central Military Commission was formally established in January 2016. It was reorganized on the basis of the former General Armament Department of the Chinese People&#8217;s Liberation Army. Its history can be traced back to April 3, 1998, when the Central Military Commission, based on the Commission of Science, Technology and Industry for National Defense, merged relevant units of the General Staff Department and the General Logistics Department into the General Armament Department of the Chinese People&#8217;s Liberation Army. In November 2015, the Central Military Commission abolished the General Armament Department and reorganized and established the Equipment Development Department of the Central Military Commission, which is responsible for organizing scientific research projects, research and development, test verification and identification and finalization of weapons and equipment.<\/p>\n<p>3. National Development and Reform Commission<\/p>\n<p>The National Development and Reform Commission is a department of the State Council, which can be traced back to the &#8220;National Planning Commission&#8221; established in 1952. The construction of my country&#8217;s commercial space launch stations is approved by the National Development and Reform Commission.
