The request points to an evolution of concept, with small-scale&nbsp;cargo landers being used to prove the technology before feeding into the development of human-rated vehicles.<\/p>\n<p>The RFI is related to the political direction \u2013 known as President\u2019s Space Policy Directive-1 \u2013 that calls for American bootprints on the surface of the Moon for the first time since the 1970s.<\/p>\n<p>The request outlines NASA\u2019s aim to better determine the state-of-art and maturity of lander capability in the private sector and mature its own requirements for a human-class lander.<\/p>\n<p>NASA was in the process of building its own human-rated lander during the Constellation Program (CxP) era. These progressively larger lander capabilities are complementary to NASA\u2019s new Commercial Lunar Payload Services (CLPS) effort to award contracts to provide capabilities as soon as 2019.\u201d<\/p>\n<p>CLPS will also support the delivery of small rovers and instruments to meet lunar science and exploration needs. NASA plans to release a Request for Proposals for CLPS in mid-2018 that is expected to fund payload opportunities on near-term commercial lunar landing opportunities.<\/p>\n<p>The phased approach will result in a series of increasingly complex and capable lunar missions to the surface of the Moon, starting first with robotic missions. Credit: Nathan Koga for NSF\/L2<\/p>\n<p>The RFI also cites NASA\u2019s Lunar Cargo Transportation and Landing by Soft Touchdown (Lunar CATALYST) initiative, which has been fostering the growth of commercial lunar lander capabilities.<\/p>\n<p>This initiative \u2013 which began in 2014 \u2013 currently has three companies involved in \u201cno-funds-exchanged Space Act Agreement (SAA) partnerships\u201d namely&nbsp;Astrobotic Technology,&nbsp;Masten Space Systems&nbsp;and&nbsp;Moon Express.<\/p>\n<p>With NASA now beginning conceptual development of a human class lander, the latest information points to a series of medium-to-large landers with payloads in the 500-5000 kg range to assist in requirements development and establish an approach to a human-class lander in the next decade.<\/p>\n<\/p>\n<p><iframe title=\"Moon Express MTV-1X Test Flights @ KSC [Dec 2014]\" src=\"https:\/\/www.youtube.com\/embed\/QAMPD65dvIY?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" allowfullscreen=\"\" name=\"fitvid0\" data-gtm-yt-inspected-14=\"true\" data-gtm-yt-inspected-21=\"true\"><\/iframe><\/p>\n<p>Entities responding to the RFI are required to provide information on how they would capabilities development, including requirements, with the near-term goal of a first mission to the lunar surface as early as Fiscal Year 2022.<\/p>\n<p>\u201cNASA anticipates that the initial capability of this evolutionary path is for landers capable of landing around 500kg of payload mass to the lunar surface. Such landers could support initial commercial and government activities covering lunar science, technology and human exploration objectives. These medium-scale landers (500kg payload) will also provide critical risk reduction and technology requirements maturation for a human-scale lander descent stage (5,000-6,000 kg payload) as well as utilization capabilities.\u201d<\/p>\n<p>NASA is assuming an initial set of two demonstration landers will be funded over the next 4-7 years, with the capability to deliver payloads starting in the ~500 kg range. These landings will be \u201cin addition\u201d to the numerous small landing missions to be planned and conducted under the CLPS contract.
