The call comes just weeks ahead of the greatly anticipated \u201c180 Day Exploration Destination Report\u201d.<\/p>\n<p>NAC Overview:<\/p>\n<p>The Council \u2013 consisting of nine committees, Aeronautics, Audit, Finance and Analysis, Commercial Space, Education and Public Outreach, Exploration, Information Technology Infrastructure, Science, Space Operations, and Technology and Innovation \u2013 was meeting as a combined body known as the Human Exploration &amp; Operations Committee (HEOC).<\/p>\n<h4 class=\"widget-title penci-border-arrow\">See Also<\/h4>\n<ul>\n<li>SLS Forum Section<\/li>\n<li>L2 SLS Section<\/li>\n<li>L2 Orion Section<\/li>\n<li>Click here to Join L2<\/li>\n<\/ul>\n<p>The NAC Space Operations Committee and NAC Exploration Committee combined into the NAC HEOC ahead of its first meeting late in 2011. Corresponding modifications to the Kennedy Space Center launch range will be addressed by EGS program ($0.4B in FY 2013, including construction).&nbsp;<\/p>\n<p>\u201cDevelops the Orion Multi-Purpose Crew Vehicle ($1.0B in FY13, including construction) that will carry crew to orbit, provide emergency abort capability on launch, sustain the crew while in space, and provide safe re-entry from deep space return velocities. NASA designated the beyond-LEO version of Orion (\u201cblock 2\u2033) as the MPCV selected architecture, and will pace funding so the vehicle will be available in tandem with SLS.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-23730\" title=\"Z38\" src=\"https:\/\/www.nasaspaceflight.com\/wp-content\/uploads\/2012\/03\/Z381.jpg\" alt=\"\" width=\"349\" height=\"238\">The HEOC also appeared to show no red flags per Orion\u2019s current development schedule, citing the milestones recently achieved ahead of the key milestone of the Exploration Flight Test (EFT-1).<\/p>\n<p>\u201cEFT-1 Flight Test Undefinitized Contractual Action (UCA) issued Dec. 21, 2011. Initiated final CM (Crew Module) barrel machining, completed cone and gore panel welding, delivered and assembled backbone,\u201d noted the HEOC overview.<\/p>\n<p>\u201cCompleted Drogue Chute Wind Tunnel Nov. 18, 2011. Phase 1 Water Drop Testing Completed Jan. 6, 2012. Conducted drop test of the Orion crew vehicle\u2019s entry, descent and landing parachutes on Feb. 29, 2012.\u201d<\/p>\n<p>The group also emphasized the importance of the test schedule, which includes the first two missions Beyond Earth Orbit (BEO) missions for SLS and Orion.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-23731\" title=\"Z76\" src=\"https:\/\/www.nasaspaceflight.com\/wp-content\/uploads\/2012\/03\/Z762.jpg\" alt=\"\" width=\"347\" height=\"224\">\u201cFlights are needed to test critical mission events and demonstrate performance in relevant environments. Abort, jettison, separation, chute deploy, Re-entry and TPS (Thermal Protection System) performance in BEO conditions, Integrated vehicle systems performance, and&nbsp; environments validation,\u201d the HEOC noted.<\/p>\n<p>\u201cData collected from flights will be used to eliminate additional SLS test flights as the SLS configuration evolves. Dedicated flight tests will not be required for incorporation of competitive boosters, RS-25E (SSMEs), or the upper stage (with J-2X).<br \/>\n&nbsp;<br \/>\n\u201cFour missions\/test flights planned to meet minimum mission\/flight test. Exploration Flight Test-1 (EFT-1), an orbital, uncrewed test flight in 2014 provides MPVC system level tests and risk reduction opportunity. Ascent Abort-2 (AA-2), an abort test in high dynamic pressure environment.<\/p>\n<p>\u201cExploration Mission-1 (EM-1),&nbsp; an Un-crewed BEO (lunar flyby) and EM-2, a crewed BEO flight (includes 3-4 day lunar orbit) will provide more system level testing and shakedown.\u201d<\/p>\n<p>For SLS\/HLV Articles, click here: http:\/\/www.nasaspaceflight.com\/tag\/hlv\/<\/p>\n<p>Select a Human Spaceflight Destination ASAP:<\/p>\n<p>While the vehicle hardware development is now moving forward at full speed, specific destinations \u2013 or a roadmap \u2013 is still lacking from NASA\u2019s exploration plan. This issue was not lost on NAC\u2019s HEOC members, who recommended at least a \u201cdestination\u201d to be refined and published as soon as possible \u2013 even when based on the \u201cworst case\u201d manifest scenario of completing the test flights by 2021.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-23735\" title=\"Z7\" src=\"https:\/\/www.nasaspaceflight.com\/wp-content\/uploads\/2012\/03\/Z710.jpg\" alt=\"\" width=\"350\" height=\"230\">\u201cMajor Reasons for the Recommendation: With the approval of an SLS Booster, the Orion Spacecraft, and 21st Century Launch Complex planning can now begin on the destination mission. With initial crewed flight in 2021, the first operational flight could occur as early as 2022,\u201d noted the Committee.<\/p>\n<p>\u201cGiven the budget reality and development time for new hardware and software, (which is estimated to be at least 10 years) now is the time to pick a specific destination in order to focus the NASA, international agencies and contractor teams on a specific destination, such as Mars. In addition, the near and interim steps in order to achieve the ultimate objective should also be defined.<\/p>\n<p>\u201cWe believe that a focused mission with a specific end objective, as has been the case for over 50 years for Human Spaceflight Programs, would also greatly benefit the NASA workforce, current and future domestic and international partners and the public stakeholders.\u201d<\/p>\n<p>While NASA admin stator Charlie Bolden recently told lawmakers that they have a defined destination of Mars by the mid 2030s \u2013 along with likely mission content relating to Near Earth Asteroids (NEAs)&nbsp;and the recently acknowledged possibility of landing on the Moon \u2013 a key roadmap milestone should be forthcoming in April.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-23732\" title=\"Z4\" src=\"https:\/\/www.nasaspaceflight.com\/wp-content\/uploads\/2012\/03\/Z420.jpg\" alt=\"\" width=\"354\" height=\"244\" srcset=\"https:\/\/www.nasaspaceflight.com\/wp-content\/uploads\/2012\/03\/Z420.jpg 354w, https:\/\/www.nasaspaceflight.com\/wp-content\/uploads\/2012\/03\/Z420-350x241.jpg 350w\" sizes=\"(max-width: 354px) 100vw, 354px\">According to documentation, former Space Shuttle Program (SSP) manager John Shannon and his group will be in a position to brief the Agency on their \u201c180 Day Exploration Destination Report\u201d next month. Given the amount of time the group have been working on the report, it is hoped the overview will be expansive and defined, allowing the Agency to publish a comprehensive exploration plan.<\/p>\n<p>Interestingly, one of the HEOC\u2019s concerns related to consequences of no action on the aforementioned recommendation is that it would be difficult for the International Partners to determine where they can contribute to the human exploration program. They also claimed that without a specific Program definition, it will become increasingly difficult to get the American public excited about the future of NASA.<\/p>\n<p>In a second recommendation, the HEOC questioned the need for EM-2\u2019s crewed test flight, requesting NASA specify the mission objectives of the second SLS\/Orion mission, \u201cthat justify the need\u201d for a crewed lunar orbit mission.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-23733\" title=\"Z5\" src=\"https:\/\/www.nasaspaceflight.com\/wp-content\/uploads\/2012\/03\/Z517.jpg\" alt=\"\" width=\"349\" height=\"235\">\u201cMajor Reasons for the Recommendation: The current mission objective for EM-2 is listed as, \u201cDemonstrate crewed flight beyond LEO.\u201d Crewed flight beyond LEO was demonstrated more than 40 years ago in the Apollo program,\u201d the HEOC group added. \u201cNASA needs to show how EM-2 fits within the architecture for future human exploration beyond LEO and ensure that the objectives for a crewed lunar mission are consistent with the cost and risks involved.<\/p>\n<p>\u201cConsequences of No Action on the Recommendation: NASA leaves itself open to public criticism and loss of Congressional support if it cannot sufficiently justify the need for conducting a mission such as EM-2.\u201d<\/p>\n<p>The Committee also recommended further evaluation of potential international collaboration in NASA\u2019s deep space aspirations, claiming this has been historically effective for the Agency. This recommendation may be a strong hint at the proposed L2 Exploration Platform\/Gateway, which has been outlined as an international project.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-23734\" title=\"Z6\" src=\"https:\/\/www.nasaspaceflight.com\/wp-content\/uploads\/2012\/03\/Z69.jpg\" alt=\"\" width=\"349\" height=\"256\">\u201cRecommendation: Identify an existing ISS international partner or partners to accelerate expansion of international participation in future deep-space exploration planning. This expanded partnership will bring international resources to exploration and enhance sustainability. For any mission that is selected, we need additional hardware beyond the SLS and MPCV such as a lander, habitat, advanced propulsion systems, etc.<\/p>\n<p>\u201cMajor Reasons for the Recommendation: History has shown that international partnerships have been effective. On ISS the partners have provided additional pressurized elements (i.e., laboratories, nodes and logistics modules), launch vehicles (i.e., Soyuz, Proton, Ariane-5, H2), cargo\/crew transfer vehicles (i.e., Soyuz TMA, ATV, HTV), navigation systems, ground control centers, robotic systems, and training facilities.\u201d<\/p>\n<p>Citing the consequences of taking no action on this recommendation, the HEOC claim limited US resources will delay exploration of the solar system.
