Hundreds of Lockheed Martin workers now face imminent layoffs, as the facility winds down operations, with the hope of new life being breathed into the facility firmly focused on a role with the development of a Heavy Lift Launch Vehicle (HLV).<\/p>\n<p>MAF\u2019s Future:<\/p>\n<p>The New Orleans facility will soon lose a significant amount of its workforce within days, as production grinds to a halt, now that all the flight tanks have been shipped.<\/p>\n<p>MAF will continue to tick along via a support role related to the three tanks now at KSC (ET-137, ET-138 and ET-122 \u2013 the latter of which arrived at KSC on Monday, and will be offloaded on Tuesday), although without a concrete plan for what to do after the Shuttle program ends, and funding running out at the end of the fiscal year, contractors must continue to layoff workers.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignleft size-full wp-image-16141\" title=\"A3\" src=\"https:\/\/www.nasaspaceflight.com\/wp-content\/uploads\/2010\/09\/A322.jpg\" alt=\"\" width=\"328\" height=\"223\">Lockheed Martin will be forced to layoff the balance of the External Tank production workforce at MAF at the end of this week, according to Harry Wadsworth, a spokesman for Lockheed Martin \u2013 who noted the company will be shedding approximately 350 people this coming Thursday.<\/p>\n<p>That will leave approximately 550 people at MAF, a figure that includes approximately 200 people working on the Orion spacecraft. It would also require lengthy work via numerous Return To Flight modifications.<\/p>\n<p>\u201cET-94 is the last of the assembled tanks and it would require a significant amount of modification as a Shuttle flight asset,\u201d Pat Whipps, NASA resident manager at Michoud and ET deputy project manager, said in an interview with NASASpaceflight.com.<\/p>\n<p>\u201cThere\u2019s still the potential that it could be used as a heavy-lift vehicle test article, as well. We\u2019ll have to wait for the folks in Washington to give us our marching orders as far as which policy direction to take. Besides that, there\u2019s no other completed tanks in the facility.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-16142\" title=\"A4\" src=\"https:\/\/www.nasaspaceflight.com\/wp-content\/uploads\/2010\/09\/A416.jpg\" alt=\"\" width=\"326\" height=\"245\">ET-94 was specifically noted in Senate bill, S.3729, which would reauthorize NASA programs for fiscal years 2011-2013. As Whipps alluded to, the bill directs the \u201crefurbishment of the manufactured external tank of the Space Shuttle, designated as ET-94, and take all actions necessary to enable its readiness for use in the Space Launch System development as a critical skills and capability retention effort or for test purposes\u2026\u201d<\/p>\n<p>While the bill passed the Senate, a House of Representatives committee has also crafted a separate NASA authorization bill, and negotiations on what bill language may be considered by the full Congress continue even as the end of the current fiscal year and the beginning of the next one approaches at the end of the week.<\/p>\n<p>However, as has been the case for months, the clock is ticking, as contractors such as Lockheed Martin have their hands forced into laying off valued skill set workers.<\/p>\n<p>\u201cAt the end of September, the plan is for a significant reduction in workforce primarily associated with the production folks,\u201d Whipps added. \u201cThere is a flight operations support contract that continues into next year, which would [retain] a relatively modest number of people, several hundred.<\/p>\n<p>\u201cNASA will probably have to save our dollars to try to hopefully preserve the opportunity for a STS-135, so we wouldn\u2019t keep this manufacturing workforce on (unless we\u2019re given legislation saying otherwise) at the end of this month.\u201d<\/p>\n<p>Also playing against using ET-94\u2019s refurbishment as a tank for Shuttle flight use, Whipps noted it would take a considerable amount of time to bring it up to the standards required by the Space Shuttle Program (SSP), a timeline that only worsens the longer it takes the lawmakers to make a decision.<\/p>\n<p>\u201cThere have been numbers from 12 and 24 months, and a lot of it is predicated not just on the amount of work it takes to get done, but on whether there\u2019s still workforce available in the vicinity [of] the New Orleans metro area to do that,\u201d Whipps added.<\/p>\n<p>\u201cThe longer we wait for the decision, the less workforce there is, and that starts to stretch [the estimate] to the right more. It\u2019s either going to take more time to either reconstitute that workforce and train it or to get folks back, depending on the timeframe they make the decision.<\/p>\n<p>\u201cThe number isn\u2019t hard and fast, it\u2019s really dependent on other variables that drive whether you can accomplish that scope of work or not.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-16144\" title=\"A3141\" src=\"https:\/\/www.nasaspaceflight.com\/wp-content\/uploads\/2010\/09\/A31411.jpg\" alt=\"\" width=\"325\" height=\"245\">Regardless, NASA is preparing for the possibility that Congress and the President will authorize the start of HLV development. While no \u201cwork\u201d can be done on existing hardware, many studies were done to try to \u201chit the ground running\u201d when a decision is made.<\/p>\n<p>\u201cWe used up several thousand \u2018number two\u2019 pencils with studies up to now, trying to figure out what might be done with the hardware that does remain in the factory,\u201d noted Whipps. \u201cAt this point, we just need to wait to see which of those is the chosen directions and if so, we\u2019ll be able to get a running start on those based on the [studies] we\u2019ve done up until now.<\/p>\n<p>\u201cWe\u2019re ready to go with the initial work; of course depending, on what the detail of the decisions, that will engender follow-on work, too.\u201d<\/p>\n<p>While ET-94 is a fully-assembled tank, some manufactured parts for additional tanks (beyond the point the production line was ended) remain at MAF, and Whipps said that the option to use those is also part of the discussions about how to proceed.<\/p>\n<p>\u201cThere\u2019s a trade space that makes one or the other preferable,\u201d he explained. \u201cDepending on the decision [of] which potential engines to look at \u2013 whether you try to use the Shuttle main engine or some other type of liquid engine \u2013 you may decide that it\u2019s a better, faster way to get to testing to use ET-94.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-16145\" title=\"ET-134 Rollout\" src=\"https:\/\/www.nasaspaceflight.com\/wp-content\/uploads\/2010\/09\/A514.jpg\" alt=\"\" width=\"334\" height=\"221\" srcset=\"https:\/\/www.nasaspaceflight.com\/wp-content\/uploads\/2010\/09\/A514.jpg 334w, https:\/\/www.nasaspaceflight.com\/wp-content\/uploads\/2010\/09\/A514-263x175.jpg 263w\" sizes=\"(max-width: 334px) 100vw, 334px\">\u201cHowever, there is a case to be made that using parts for might be ET-139 (of which there are some piece parts in the factory) may be a better case, but that would require starting up more of the factory. Instead of just the TPS (Thermal Protection System) mechanics and sprayers and what not, now you\u2019ve got to go back and start up the weld machines and do a significant factory turn-on to do an ET-139.<\/p>\n<p>\u201cThat may be the right decision, but it\u2019s a more involved decision, so it would depend on the design needs of whatever the potential plans are for HLV, as to which of those is the better route to take.\u201d<\/p>\n<p>A clear future direction will allow MAF to at least begin to assign studies into using ET-94 for a HLV role, given parallel studies into keeping ET-94 as a potential Shuttle asset \u2013 as \u2018preserved\u2019 in the Senate bill \u2013 would lead to a bottleneck, as Whipps noted both options can\u2019t be preserved all the way through the refurbishment work.<\/p>\n<p>\u201cIf we start significantly changing the aft end of the tank, to hold larger engines or to do tests where now the Shuttle main engines are off the boat-tail of the orbiter, there\u2019s some point at which you can go either direction.
