Regarding Cooperation for the Construction of <\/strong><\/p>\n

the International Lunar Research Station<\/strong><\/p>\n

\u3000\u3000China National Space Administration (the People\u2019s Republic of China) and the State Space Corporation “Roscosmos” (the Russian Federation), hereinafter referred to as the “Parties”,<\/font><\/p>\n<\/p>\n<\/p>\n

\n<\/p>\n

\u3000\u3000TAKING NOTE OF experience of the People’s Republic of China and the Russian Federation in the areas of creation of space technology, space science and space application,<\/p>\n

\u3000\u3000ACKNOWLEDGING mutual interest in the construction of the International Lunar Research Station (ILRS) for the peaceful exploration and use of the Moon,<\/p>\n

\u3000\u3000Guided by legislation of their respective countries, generally recognized rules and principles of international law, international treaties to which their States are participants and based on the principles of equality, openness and integrity,<\/p>\n

\u3000\u3000Jointly release the following statement regarding cooperation for the construction of ILRS:<\/p>\n

\u3000\u30001. ILRS is a complex experimental research facilities to be constructed with a possible attraction of other countries, international organizations and international partners (hereinafter referred to as “international partners”) on the surface and\/or in the orbit of the Moon designed for multi-discipline and multi-purpose scientific research activities, including exploration and use of the Moon, moon-based observation, fundamental research experiments and technology verification, with the capability of long-term unmanned operation with the prospect of subsequent human presence.<\/p>\n

\u3000\u30002. ILRS will be open to all interested international partners to cooperate in the areas of planning, substantiating, engineering, development, implementation and operation of ILRS, to strengthen scientific research exchanges and promote the peaceful exploration and use of outer space in the interests of all humankind.<\/p>\n

\u3000\u30003. The Parties welcome tangible and intangible participation of international partners in the cooperation for the construction of ILRS in any aspect of the mission at each stage, and are convinced that all the participants will benefit from the cooperation.<\/p>\n
