The solicitation specifies Dec. 15 next year.<\/p>\n<p data-uw-rm-sr=\"\">Blue Origin entered the NSSL field over the summer after an umbrella award worth up to&nbsp;$5.6 billion through June 2029 to the company and existing \u2014&nbsp; <strong>SpaceX<\/strong>, and Colorado\u2019s&nbsp;<strong>United Launch Services,<\/strong> LLC, a subsidiary of United Launch Alliance (ULA).<\/p>\n<p>SpaceX, owned by Elon Musk, and ULA have been the NSSL providers through Phase 2, while <strong>Blue Origin<\/strong>, owned by&nbsp;<strong>Amazon<\/strong> founder Jeff Bezos, has been pitching its New Glenn rocket for NSSL missions.<\/p>\n<p>Phase 3, Lane 1 is to include emerging providers for \u201ccommercially addressable orbits,\u201d while Phase 3, Lane 2 envisions awards\u2013possibly soon \u2014 to three providers \u201cwho meet all NSSL orbits and unique mission requirements,\u201d SSC has said.<\/p>\n<p>Assistant Secretary of the Air Force for Space Acquisition and Integration Frank Calvelli has called for stiffening practices to hold space contractors and subcontractors accountable, and the new NSSL solicitation prohibits any awards to companies on the Space Contractor Responsibility Watch List (CRWL) \u2014 a list whose members, if any, the Department of the Air Force has not revealed.<\/p>\n<p>Section 1612 of the fiscal 2018 National Defense Authorization Act, P.L. 115-91, mandated creation of the CRWL. The latter is to contain an SSC watch list of contractors \u201cwith a history of poor performance on space procurement contracts or research, development, test, and evaluation space program contracts,\u201d such as award fee scores below 50 percent.
