Built by Millennium Space Systems, VICTUS NOX is the next TacRS mission, demonstrating that a small satellite can be a credible rapid-response to new on-orbit threats.<\/p>\n<p>\u201cIn a real-world conflict, we simply do not have the luxury of time,\u201d said Lt Col MacKenzie Birchenough, Materiel Leader for Space Safari, Space Systems Command. \u201cThat\u2019s why we\u2019re conducting this tactically responsive space mission. Doing so requires a hybrid-company approach \u2013 combining the best of commercial and traditional aerospace industries \u2013 plus at-scale production capabilities and a workforce that can rapidly deliver satellites.<\/p>\n<figure class=\"flex flex-col justify-center items-center w-full image-block px-8\"><img decoding=\"async\" alt=\"Placeholder alt text\" class=\"w-full object-cover mx-auto\" src=\"http:\/\/www.satellitetoday.com\/wp-content\/uploads\/2026\/04\/B0UrqAOTTNit2fqZOxvp_The_hybrid_company_approach.jpg\"><figcaption class=\"p-3 bg-gray-300 bg-opacity-50 italic mx-auto w-full\">Taking advantage of commercial processes and space qualifying commercial technologies contribute to lower costs and faster timelines.<\/figcaption><\/figure>\n<h3>The Hybrid Approach<\/h3>\n<p>During a 2022 Mitchell Institute event, SPACECOM Commander Gen James Dickinson said that the U.S. \u201cneeds commercial mission partners to build the capabilities to replenish our military space assets.\u201d<\/p>\n<p>\u201cThis is why I think hybrid companies are ideally positioned to support national security space missions,\u201d said Kim. \u201cWe couple commercial processes and technologies with traditional aerospace mission knowledge, assurance and security, to deliver small sats quicker and more affordably.\u201d<\/p>\n<p>As an example, Millennium Space Systems uses readily-available commercial software, which speeds up flight software development and has the added benefit of attracting talent from the commercial industry. The company also uses the latest commercial technologies, quickly space-qualifying and applying them \u2013 a big time and cost saver. <\/p>\n<p>Doing business like traditional aerospace, the company partners with customers to understand the mission and deliver mission assurance.<\/p>\n<p>\u201cFor industry to support rapid response missions, it\u2019s essential to understand the end-mission goals,\u201d said Matt Smith, vice president of Engineering at Millennium Space Systems. \u201cSince our founding, we partner with customers to understand their mission needs and how to design to those needs.\u201d<\/p>\n<figure class=\"flex flex-col justify-center items-center w-full image-block px-8\"><img decoding=\"async\" alt=\"Placeholder alt text\" class=\"w-full object-cover mx-auto\" src=\"http:\/\/www.satellitetoday.com\/wp-content\/uploads\/2026\/04\/wXvS3lETQKSIWquCFM0c_A_ready_production_line_to_rapidly_deliver_satellites.png\"><figcaption class=\"p-3 bg-gray-300 bg-opacity-50 italic mx-auto w-full\">Millennium Space Systems\u2019 150,000 sqft facilities in El Segundo, California, supports every aspect of satellite manufacturing.<\/figcaption><\/figure>\n<h3>A Ready Production Line <\/h3>\n<p>To accommodate TacRS missions, industry must have a ready production line. <\/p>\n<p>\u201cManufacturing must be flexible to adapt to changing mission needs,\u201d said Gabrielle Carlisle, vice president, Manufacturing, Supply Chain &amp; Logistics at Millennium Space Systems. \u201cThe key is having common-core products on hand. And, the company is less vulnerable to supply chain disruptions or unexpected issues that component manufacturers might have. <\/p>\n<p>\u201cWith common architectures, we can reallocate a given assembly based on urgent customer needs,\u201d said Carlisle. \u201cVICTUS NOX is a great example of this. We were able to quickly pull a satellite from our production line and minimally modify it.\u201d<\/p>\n<p>Having a flexible flight computer, avionics and core bus architecture that can adapt to any mission also helps. <\/p>\n<p>\u201cThink of this like building a computer based on specific individual needs,\u201d said Carlisle. \u201cWe can quickly add or subtract different components to tailor the computer to those needs.\u201d<\/p>\n<p>Carlisle also emphasized the need to continually improve processes. The company frequently acquires new tools and digitizes processes for manufacturing to be faster, more efficient and safer. It also means streamlining processes.<\/p>\n<p>\u201cTo move faster, it\u2019s important to not overburden manufacturing processes with unnecessary requirements,\u201d said Carlisle. \u201cWe empower our manufacturing engineers and technicians to make decisions. That doesn\u2019t mean bypassing critical approvals, simply eliminating unnecessary work.\u201d<\/p>\n<figure class=\"flex flex-col justify-center items-center w-full image-block px-8\"><img decoding=\"async\" alt=\"Placeholder alt text\" class=\"w-full object-cover mx-auto\" src=\"http:\/\/www.satellitetoday.com\/wp-content\/uploads\/2026\/04\/8sPwnYPsSxGACpTA5vMM_Lessons_learned.jpg\"><figcaption class=\"p-3 bg-gray-300 bg-opacity-50 italic mx-auto w-full\">Delivered in less than 15 months, TETRA-1 is a small satellite for various prototype missions in and around geosynchronous earth orbit.<\/figcaption><\/figure>\n<h3>Lessons Learned<\/h3>\n<p>To achieve TacRS capabilities, industry can learn from recent go-fast successes. The Space Force\u2019s Tetra-1 small satellite, launched last November, is a good case study in rapid acquisition and development. Built and delivered by Millennium Space Systems in less than 15 months, Tetra-1 was the first Other Transaction Authority, or OTA, contract with the Space Enterprise Consortium. Companies must attract new talent, while empowering their workforce to move fast.<\/p>\n<p>\u201cThe small sat industry needs to hire talent that might not normally go into defense \u2013 think of engineers and technicians coming from tech companies,\u201d said Kyle Yang, chief engineer at Millennium Space Systems. \u201cOne thing we\u2019re doing to catch people\u2019s interest is highlighting boundary-pushing missions like VICTUS NOX. The message is: you get to own large portions of scope on a program and can see the result of your work launch into space within months.\u201d<\/p>\n<p>Working on an end-to-end program, from design to mission operations, gives the workforce visibility to multiple processes within the business. <\/p>\n<p>\u201cWe are bringing up a workforce with broad systems knowledge and experience, as opposed to being siloed on one part of the satellite with no visibility of what\u2019s happening across the program,\u201d said Yang. \u201cThis talent can then take lessons learned from one satellite\u2019s development and on-orbit operations and bring the knowledge to their next program.\u201d<\/p>\n<p>Emphasizing the importance of TacRS missions can also help recruit talent.<\/p>\n<p>\u201cIt\u2019s critical to communicate the importance of the mission,\u201d said Smith. \u201cWorking on national security space missions matters because they directly impact our country\u2019s security.\u201d
