U.S. Air Force<\/strong> Secretary Frank Kendall said on Aug. 24 that he has a \u201cshort list\u201d of potential nominees for Defense Secretary Lloyd Austin and President Biden to consider as potential heads of space acquisition, as the authority for space acquisition shifts from the Air Force acquisition shop (SAF\/AQ) to a reconfigured space acquisition and integration office.<\/p>\n

\u201cEffective immediately, I am moving the space acquisition directorate from the Air Force acquisition shop \u2013 SAF\/AQ \u2013 to the new space acquisition and integration organization,\u201d Kendall told the Space Foundation\u2019s 36th annual Space Symposium. \u201cThe space acquisition and integration organization will shift from being known in Department of the Air Force parlance from SP to SQ to emphasize its acquisition, as opposed to policy, focus.\u201d<\/p>\n

Kendall said that he has named Brig. Gen. Steve Whitney, the director of space programs for acting Air Force acquisition chief Darlene Costello, to serve as the head of SQ.<\/p>\n

\u201cUntil a new political appointee is nominated and confirmed, I have designated Brig. Gen. Steve Whitney to provide leadership of SQ and to serve as its military deputy,\u201d he said. \u201cFor major acquisition decisions, in the near term, SQ will report to Darlene Costello. She will be the acquisition executive for space systems until that role shifts to the new assistant secretary for space acquisition and integration.\u201d<\/p>\n

Section 957 of the fiscal 2020 National Defense Authorization Act (NDAA), P.L. 116-92, said that the new assistant secretary of the Air Force for space acquisition and integration would not become the Department of the Air Force service acquisition executive (SAE) for space systems and programs \u2013 the Space Force<\/strong> SAE \u2013 until Oct. 1, 2022.<\/p>\n

Kendall has said that he hopes that the fiscal 2022 National Defense Authorization Act will allow the Department of the Air Force to put an SAE for space in place before Oct. 1 next year.<\/p>\n

Shawn Barnes, who has served as the deputy assistant secretary of the Air Force for space acquisition and integration, is moving to another leadership position in the Department of the Air Force, Kendall said on Aug. 24.<\/p>\n

Kendall said that his vision for the assistant secretary of the Air Force for space acquisition and integration \u201cis that it should be largely a technical and managerial role that combines the traditional acquisition responsibilities with broader responsibilities for technical integration of space systems across the board, including with non-space systems in the ABMS and JADC2 environments.\u201d<\/p>\n

\u201cWhat we like to call architecture definition, interface specification, open systems direction, and technical interoperability requirements will be a key part of this individual\u2019s responsibilities,\u201d Kendall said.<\/p>\n
