{"id":56946,"date":"2021-08-12T19:03:43","date_gmt":"2021-08-12T11:03:43","guid":{"rendered":"https:\/\/wp-productionenv-bjg9h2g2bgg5b8aa.southeastasia-01.azurewebsites.net\/news\/canadian-government-set-to-invest-1-4b-in-telesat-lightspeed\/"},"modified":"2021-08-12T19:03:43","modified_gmt":"2021-08-12T11:03:43","slug":"canadian-government-set-to-invest-1-4b-in-telesat-lightspeed","status":"publish","type":"post","link":"https:\/\/starpath.global\/news\/canadian-government-set-to-invest-1-4b-in-telesat-lightspeed\/","title":{"rendered":"Canadian Government Set to Invest $1.4B in Telesat Lightspeed"},"content":{"rendered":"<\/p>\n<p>The government of Canada has agreed to invest an additional $1.44 billion Canadian dollars in<strong> Telesat<\/strong>\u2018s Lightspeed constellation if the operator meets Canadian capital and operating expenditures requirements tied to developing the 298-satellite Low-Earth Orbit (LEO) high-speed broadband system.<\/p>\n<p>Telesat announced Thursday that it expects to meet all the government\u2019s conditions and to receive the full investment, which will be broken up into a $790 million government loan with a 20-year term and an investment of $650 million in Payment-In-Kind (PIK) preferred equity with an average term of approximately 14 years.<\/p>\n<p>In exchange, the Canadian government will receive warrants that can be exchanged into Telesat common shares. Telesat will also commit to investing $1 billion of capital expenditures for its initial Lightspeed constellation in Canada and the lesser of $2.6 billion or 50% of certain capital expenditures for its subsequent constellation.<\/p>\n<p>Finally, Telesat will grow its Canadian workforce to at least 700 full-time equivalent employees, largely in STEM-related fields. In total, Lightspeed is expected to support more than 1,500 Canadian jobs. The operator will also continue to support post-secondary students through new co-op opportunities and scholarships, with a focus on women in STEM programs.<\/p>\n<p>If all conditions are met, Telesat Lightspeed will be the Canadian Government\u2019s largest ever investment in a single commercial satellite system.<\/p>\n<p>In February, the government of Qu\u00e9bec invested $400 million in Lightspeed in exchange for Telesat investing $1.6 billion into Qu\u00e9bec by moving a \u201csignificant portion\u201d of Lightspeed manufacturing and operations to the Canadian province. Telesat Government Affairs and Public Policy Manager Stephen Hampton explained how and why Telesat formed its partnership with Qu\u00e9bec\u2019s government during an episode of <em>Via Satellite<\/em>\u2018s On Orbit Podcast.<\/p>\n<p>Last week, the government of Ontario announced that it is investing $109 million Canadian dollars for dedicated capacity on the network.<\/p>\n<p>\u201cTelesat now has arrangements for approximately $4 billion in funding for the [Lightspeed] program. We expect to secure in the near term the remaining financial commitments required to fully finance Lightspeed,\u201d said Telesat CEO Dan Goldberg, adding that he expects the remaining balance of funding to come primarily from debt financing with export credit agencies. Telesat said it is already in advanced negotiations with those agencies.<\/p>\n<p>\u201cNow is the time to bolster Canada\u2019s position as a global leader in the new space economy,\u201d said Canada\u2019s Minister of Innovation, Science and Industry Fran\u00e7ois-Philippe Champagne. \u201cThrough its partnership with Telesat, our government is creating more high-skilled jobs, enabling innovation and helping to unlock economic and social opportunities in Canada\u2019s most rural and remote communities. Every Canadian should have access to affordable high-speed internet.
