To do this, the commission proposes to increase its current space budget from 11.1 billion to 16 billion euros between 2021 and 2027. This would be prioritized as follows:<\/p>\n<ul>\n<li class=\"px-8\">satellite navigation: 9.7 billion euros will be allocated to the further development and ongoing maintenance of the Galileo and EGNOS programs;<\/li>\n<li class=\"px-8\">Earth observation: 5.8 billion euros will be earmarked for the EU\u2019s Earth observation program, Copernicus; and<\/li>\n<li class=\"px-8\">secure communications: 500 million euros will be invested to support satellite communications through the GOVSATCOM initiative.<\/li>\n<\/ul>\n<h2>European Autonomy in Space: the EU Agency for the Space Program<\/h2>\n<p>The concept of European \u201cautonomy\u201d and independence is one of the main objectives of the regulation and the strategy of the European Commission:<\/p>\n<p><script>var AIAD_fcd45f981d570e35cee941b23edc69c7_6a69af16e14a0;googletag.cmd.push(function(){var AIMAP_29b58f13885ebf8ea6b032f958eb0748 = googletag.sizeMapping().addSize([992, 100], [[970, 90], [970, 250]]).addSize([768, 100], [728, 90]).addSize([320, 100], [320, 50]).build();var AIMAP_737ce075cc05dd766c8f8ea08f3faa73 = googletag.sizeMapping().addSize([768, 100], [728, 90]).addSize([320, 100], [320, 50]).build();var AIMAP_21fe3bcfb86a8660aba4e721ee9338f3 = googletag.sizeMapping().addSize([1200, 100], [970, 250]).addSize([768, 100], [600, 300]).addSize([320, 100], [300, 250]).build();AIAD_fcd45f981d570e35cee941b23edc69c7_6a69af16e14a0 = googletag.defineSlot('\/987\/satellitetoday.com\/via-satellite-digital-issue-ads', [ [600, 300], [300, 250], [970, 250] ], 'div-gpt-ad-1774631144891- 0-6a69af16e14a1').defineSizeMapping(AIMAP_21fe3bcfb86a8660aba4e721ee9338f3).setCollapseEmptyDiv(true).addService(googletag.pubads());   });<\/script><script>googletag.cmd.push(function() { googletag.display('div-gpt-ad-1774631144891- 0-6a69af16e14a1'); });<\/script><\/p>\n<ul>\n<li class=\"px-8\">\u201cautonomous access to space is a prerequisite to ensure the independence of action of the Union, an essential element in security for a leading role on the international scene;\u201d<\/li>\n<li class=\"px-8\">\u201cessential that the Union retains autonomous, safe, and efficient access to space, taking into account the strategic nature of space programs, including technology and critical infrastructure, public security and security of the Union or its Member States;\u201d and<\/li>\n<li class=\"px-8\">\u201cone of the main objectives is to ensure the strategic autonomy of the EU\u2019s space policy.\u201d<\/li>\n<\/ul>\n<p>In furtherance of this strategy, one of the most notable developments of the regulation is the establishment and autonomy of the EU Agency for the Space Program. The agency would replace the current European Global Navigation Satellite Systems Agency (GSA). By repealing several of the current regulations underpinning programs such as Galileo, EGNOS, Copernicus and the framework for Space Surveillance and Tracking Support (SST), the regulation proposes to effectively bring all of these programs into the control of a single body.<\/p>\n<p>ESA is an international intergovernmental organization and is completely independent of the EU. The Regulation notes the \u201cunmatched experience\u201d of ESA and the major programs on which ESA and the EU collaborate, in particular Galileo.<\/p>\n<p>ESA\u2019s Director General Jan W\u00f6rner has often called for a \u201cUnited Space in Europe.\u201d In doing so he has noted \u201cthe importance of a strategic partnership with the EU, one which joins the political leadership of the EU with the technical leadership of ESA.\u201d<\/p>\n<p>Yet, the establishment of this new agency does raise a question of governance of space activities in Europe, especially considering that ESA has its own space program, a separate legal foundation and certain non-EU members (Norway and Switzerland) and cooperating states such as Canada. It has an entirely different industrial policy, based on \u201cgeographical return\u201d in which the investment by a member state in an ESA program is returned to that member state through industry contracts.<\/p>\n<h2>The Position of the U.K.<\/h2>\n<p>This development comes amid negotiation as to the future relationship between the EU and the United Kingdom. In 2018, the U.K. will invest 334.8 million euros in ESA, making it the fourth largest contributing member state. The U.K. has also spent 1.4 billion euros on the EU\u2019s Galileo program since its inception. The future of the United Kingdom\u2019s participation in Galileo post-Brexit has not yet been determined.<\/p>\n<p>The regulation is, at this stage, only a proposal by the European Commission, albeit an ambitious one with potentially large implications for space governance, regulation and policy-making in Europe.<\/p>\n<p>The EU\u2019s member states, currently including the United Kingdom, will
