Michael Guetlein, the program\u2019s director.&nbsp;<\/p>\n<p class=\"wp-block-paragraph\"><strong>Funding woes: <\/strong>Congress provided $24B for Golden Dome in fiscal 2026 as part of a reconciliation bill in 2025. In fiscal 2027, the administration has requested $17.5B for Golden Dome\u2014which would also be appropriated under a reconciliation bill, instead of as part of the Pentagon\u2019s topline budget.<\/p>\n<p class=\"wp-block-paragraph\">The reconciliation process allows Congress to fast-track funding with just a simple majority approval. However, it also has a significant drawback:&nbsp;<\/p>\n<ul class=\"wp-block-list\">\n<li>When Congress passes a CR, it locks in funding at the prior year\u2019s level (so a CR to start FY27 would cap offices at their FY26 spending level).<\/li>\n<li>Because Golden Dome was not part of the base budget, it has no prior-year spending to revert to in case of a CR. <\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">\u201cA CR doesn\u2019t help me at Golden Dome because I don\u2019t have a topline to fall back on,\u201d Guetlein said Tuesday at the Space and Missile Defense Symposium. \u201cWe have to figure out as a nation a different way to fund Golden Dome\u2026Both sides of the aisle in the House and Senate are working on how to do this in [FY]27.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI will tell you, if they don\u2019t figure it out, there is no Golden Dome\u2014because there\u2019s no funding,\u201d he continued.&nbsp;<\/p>\n<p class=\"wp-block-paragraph\"><strong>Open door: <\/strong>Guetlein said he has met with 500+ companies one-on-one in his role at Golden Dome\u2014but that the office is looking to do more to grow partnerships outside of DoD. He announced two initiatives, including:<\/p>\n<ul class=\"wp-block-list\">\n<li>A digital ecosystem where industry, academia, and other government agencies with the appropriate clearance can dig through Golden Dome\u2019s dataset. Five partners are already \u201cplaying with the data,\u201d according to Guetlein. <\/li>\n<li>A Golden Dome for America Ecosystem Hub website where companies can submit proposals for how their tech can solve problems in the missile-defense architecture, which will be reviewed and screened by officials.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">Guetlein also shared that two companies are under contract to look at the Golden Dome supply chain\u2014both looking for bottlenecks and searching for alternative suppliers.&nbsp;<\/p>\n<p class=\"wp-block-paragraph\"><strong>And the rest: <\/strong>Other takeaways from Guetlein\u2019s remarks include:<\/p>\n<ul class=\"wp-block-list\">\n<li>The Golden Dome team has conducted two tests that were \u201cphenomenally successful,\u201d although Guetlein declined to go into more details.<\/li>\n<li>Golden Dome officials say they are responding to\u2014not launching\u2014an arms race. \u201cWe are not the ones causing an arms race,\u201d he said. \u201cAll of that was happening before Golden Dome stood up a year ago.\u201d<\/li>\n<li>The acquisition mindset needs to catch up to the urgency of this moment. \u201cOur culture is holding us back,\u201d he said. <\/li>\n<\/ul>\n<p>The post Guetlein: CR Could Mean \u2018No Golden Dome\u2026No Funding\u2019 appeared first on Payload.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>HUNTSVILLE, AL\u2014The US is likely to start the fiscal year under a continuing resolution\u2014and that\u2019s a problem for Golden Dome, according to Gen.
