The Hainan Aerospace Data Cross-Border Processing and Trade Zone was officially unveiled at the opening ceremony of the 2026 Wenchang International Aviation and Aerospace Forum on Aug. 25. As China\u2019s first trade zone dedicated to the cross-border processing of satellite data, it will leverage the policy advantages of the Hainan Free Trade Port and Wenchang\u2019s space launch resources to develop an international aerospace data hub spanning the entire value chain\u2014from data acquisition and storage to processing and trading.<\/strong><\/p>\n

The zone is located in Wenchang International Aerospace City. Benefiting from its low latitude, wide range of launch azimuths, safe rocket stage drop zones and convenient maritime transportation, Wenchang has prioritized the development of rocket and satellite value chains, data services, space tourism and a diversified range of \u201cspace plus\u201d industries. The city has already established capabilities in rocket launches, spacecraft assembly and testing, and satellite data reception, along with related business activities.<\/p>\n

\u201cThe policy benefits of the Hainan Free Trade Port provide Wenchang with unique advantages in areas such as international commercial launch services and the cross-border flow of satellite data,\u201d said Cao Shuyu, mayor of Wenchang and executive deputy director of the Wenchang International Aerospace City Administration.<\/p>\n

Cao invited data companies to establish platforms in Wenchang, adding that \u201cby leveraging the Hainan Free Trade Port\u2019s policies for the secure and orderly flow of data and the commercial satellite data processing and trade zone, companies can distribute their data products from here to markets across China, ASEAN and the world.\u201d<\/p>\n

Hainan\u2019s aerospace data products are now exported to 29 countries, including the United States, the United Kingdom and Russia. In May 2026, Hainan completed China\u2019s first outbound security assessment for remote-sensing satellite data, removing a key barrier to the large-scale export of such products.<\/p>\n

One week earlier, the National Data Administration announced that 10 regions across China had launched the first batch of pilot programs for international cooperation in the data sector, with Hainan among those selected. Hainan\u2019s pilot program is specifically focused on exploring cross-border data flows and international data services.<\/p>\n

Specialized plans recently released by the Hainan provincial government for the 15th Five-Year Plan period also outline further support for the initiative.<\/p>\n

The Hainan High-Tech Industry Development Plan for the 15th Five-Year Plan Period supports Wenchang International Aerospace City in using the Hainan Free Trade Port\u2019s cross-border data channels to establish an international satellite data processing and trade zone and accelerate the global application of high-resolution satellite remote-sensing data.<\/p>\n

The Hainan Service Industry Development Plan for the 15th Five-Year Plan Period calls for developing the province into a hub for open data services and applications. It also proposes establishing digital processing and trade zones serving the European Union and ASEAN and providing cross-border services involving commercial, cultural, industrial and geographic information data.<\/p>\n

People\u2019s Finance reported on Aug. 25 that the 2026 Wenchang International Aviation and Aerospace Forum opened that day in Wenchang, Hainan. The Hainan Aerospace Data Cross-Border Processing and Trade Zone and the Intelligent Computing Satellite Constellation Joint Laboratory were officially unveiled during the forum.<\/p>\n

The Hainan Aerospace Data Cross-Border Processing and Trade Zone is China\u2019s first cross-border processing and trade zone dedicated to the space sector. It will integrate resources across the entire aerospace data value chain, including acquisition, processing, research and development, trading and applications. The zone aims to become an aerospace data trading and industrial hub based in Hainan, serving China and connecting with international markets.<\/p>\n

The Intelligent Computing Satellite Constellation Joint Laboratory was jointly initiated by Thailand\u2019s Geo-Informatics and Space Technology Development Agency (GISTDA) and the Hainan Satellite Data and Application Research Center. It plans to develop an intelligent computing satellite constellation serving the Lancang-Mekong region, with a focus on integrating artificial intelligence and remote-sensing technologies.
