NBN Co now says customers are unlikely to begin transitioning until after the middle of 2027 as the company moves into testing, readiness, and migration activities.<\/p>\n<h2>Amazon\u2019s Kuiper Constellation at the Center of the Delay<\/h2>\n<p>The delay highlights the challenges facing Amazon\u2019s Project Kuiper, the satellite constellation selected by NBN Co in 2024 to support its future broadband services for regional and remote Australia.<\/p>\n<p>Unlike Starlink, which already operates thousands of satellites globally and has established a substantial customer base in Australia, Kuiper remains in the deployment phase. Amazon\u2019s constellation rollout has progressed more slowly than originally planned. The company was required to deploy 1,616 satellites by July 2026 under an FCC milestone but had only around 400 satellites in orbit by late August, less than one-quarter of that target.<\/p>\n<p>NBN Co has not publicly attributed the schedule slip solely to Amazon, but the slower-than-expected expansion of the Kuiper constellation appears to be a major factor. Operating approximately 36,000 kilometers above Earth, GEO satellites provide broad coverage but suffer from latency limitations that can affect interactive applications such as video conferencing, online gaming, and certain enterprise workloads.<\/p>\n<p>LEO constellations operate much closer to Earth, typically a few hundred kilometers in altitude, reducing signal travel time and enabling significantly lower latency.<\/p>\n<p>For rural and remote users, the transition could provide one of the most substantial performance improvements since the original Sky Muster rollout. NBN continues to plan unlimited-data 50 Mbps and 100 Mbps service tiers, with the possibility of faster offerings in the future. New user terminals will be required, although installation costs are expected to be covered as part of the migration program.<\/p>\n<h2>Growing Competitive Pressure from Starlink<\/h2>\n<p>The postponement comes as Starlink continues to strengthen its position in Australia\u2019s satellite broadband market.<\/p>\n<p>Starlink\u2019s combination of nationwide coverage, relatively low latency, and aggressive pricing has attracted hundreds of thousands of Australian users, particularly in regional and remote areas where terrestrial broadband options remain limited. Industry observers have warned that NBN\u2019s future Kuiper-based service could face pricing and competitiveness challenges if it cannot match Starlink\u2019s performance-to-cost ratio.<\/p>\n<p>Unlike Starlink, however, NBN operates under public-service obligations that require connectivity across sparsely populated and economically challenging regions. While Starlink controls its own satellites, terminals, and launch infrastructure through SpaceX, NBN relies on Amazon\u2019s constellation while maintaining responsibility for customer migration, service design, and regulatory compliance.<\/p>\n<h2>Strategic Implications for Kuiper<\/h2>\n<p>The revised Australian timeline also serves as an indicator of the broader pressure facing Amazon\u2019s Project Kuiper program.<\/p>\n<p>Amazon plans to deploy a constellation of more than 3,200 satellites globally, placing it among the largest commercial space infrastructure projects currently underway. Success depends not only on manufacturing satellites at scale but also on sustaining a high launch cadence across multiple launch providers while building ground infrastructure and customer terminal supply chains.<\/p>\n<p>Every delay in constellation deployment affects downstream customers such as NBN Co, which have structured future service roadmaps around Kuiper\u2019s availability.<\/p>\n<p>For the satellite communications industry, the situation illustrates a recurring challenge in broadband megaconstellations: terrestrial service launches are increasingly dependent on space segment deployment schedules. Satellite production rates, launch availability, regulatory approvals, gateway construction, and terminal manufacturing all become critical path items capable of delaying commercial service rollouts.<\/p>\n<h2>Testing Phase Begins Ahead of Customer Migration<\/h2>\n<p>Despite the schedule adjustment, NBN says development of the service continues to advance. Testing activities are expected to begin before the end of 2026, allowing the operator to validate network performance and prepare migration procedures for existing satellite subscribers.<\/p>\n<p>Until the new service enters operation, NBN plans to continue supporting customers through its existing Sky Muster infrastructure.
