The proposed NASA-led institution would train engineers, scientists, spacecraft operators and other professionals for civilian, commercial and national-security space activities, but its potential role supporting both NASA and the U.S. Space Force has raised questions about the longstanding separation between American civil and military space programs.<\/p>\n<p>The executive order does not establish the academy. Instead, it creates a commission responsible for evaluating the proposal and submitting a report within 120 days. NASA Administrator Jared Isaacman will lead the commission, whose members will include the secretary of defense, the national security adviser and the director of the Office of Management and Budget.<\/p>\n<p>According to the order, the academy would develop a professional corps of \u201ccivically grounded leaders\u201d prepared to advance U.S. interests in space. Trump compared the concept with institutions such as the U.S. Military Academy at West Point, the U.S. Naval Academy and the U.S. Air Force Academy, while saying it would serve NASA, the Space Force and the civilian spaceflight industry.<\/p>\n<p>That combination distinguishes the proposal from existing federal service academies. A NASA-led Space Academy would be a civilian institution, but it could also educate personnel for a military service and potentially incorporate training associated with national-security space operations.<\/p>\n<h2>A Shared Institution With an Undefined Mission<\/h2>\n<p>The commission must determine the academy\u2019s curriculum, admissions process, degree offerings, location and relationship with existing federal agencies. The order also leaves unresolved whether graduates would incur a public-service obligation and, if so, whether that obligation could be fulfilled at NASA, the Space Force, another government organization or a commercial company supporting federal programs.<\/p>\n<p>Military service academies combine undergraduate degree programs with military instruction, leadership development and mandatory service commitments. Applying that model to a NASA-led institution would require policymakers to define how much of the curriculum would address scientific exploration, spacecraft engineering and commercial operations compared with military subjects such as space domain awareness, missile warning, resilient communications and defensive space operations.<\/p>\n<p>NASA and the Department of Defense already cooperate in areas including launch services, tracking, communications, technology development and human spaceflight support. Their statutory missions, however, remain distinct. NASA conducts civil space exploration, science and aeronautics, while the Space Force organizes and operates military capabilities intended to protect U.S. interests in the space domain.<\/p>\n<p>Former NASA officials and members of Congress have questioned whether an academy serving both organizations could weaken that institutional distinction. The concern is not simply administrative: scientific spacecraft, commercial satellites and military systems may use similar technologies, but their missions and the signals they send to other governments can be very different.<\/p>\n<p>A combined educational institution could nevertheless address a real workforce requirement. The rapid expansion of satellite constellations, lunar exploration programs, commercial launch services and national-security architectures is increasing demand for engineers and operators who understand orbital mechanics, spacecraft systems, cybersecurity, spectrum management and mission operations. A multidisciplinary academy could provide a common technical foundation while exposing students to the different requirements of civil, commercial and defense customers.<\/p>\n<p>The commission will need to explain what the academy would provide that existing universities, military academies and professional training programs do not. U.S. universities already produce aerospace engineers, planetary scientists and other specialists, while the Space Force draws officers from established commissioning programs and operates its own training organizations. NASA also supports university research, internships and workforce-development initiatives.<\/p>\n<p>Commercial participation presents another unresolved issue. Companies now design, manufacture, launch and operate much of the hardware used by civil and defense agencies. Industry involvement could help align education with current spacecraft production, software, ground-system and mission-management practices, but it would also require rules governing procurement influence, intellectual property, classified information and access to academy programs.<\/p>\n<h2>Congress Will Decide Whether the Academy Advances<\/h2>\n<p>Creating the institution would require congressional authorization and appropriations. The executive branch can study the concept and propose an organizational structure, but Congress controls the establishment and funding of federal entities.<\/p>\n<p>A member of Congress cited in discussion of the proposal estimated that each existing service academy costs roughly $1 billion annually, although direct comparisons are difficult because academy budgets and related military expenses are organized differently. Establishing a new campus, faculty, laboratories, student housing and administrative structure would require substantial startup funding in addition to recurring operating costs.<\/p>\n<p>Funding the academy through NASA could prove particularly contentious because the agency\u2019s annual budget is discretionary and must compete with exploration missions, science programs, technology development and infrastructure requirements. Lawmakers would have to decide whether an academy should receive a separate appropriation or be financed from NASA\u2019s existing accounts.<\/p>\n<p>The commission\u2019s 120-day report is expected to be the first opportunity to define the academy\u2019s mission, governance, cost and service obligations.
