States may submit one response each by 6 p.m. EDT on October 26, even as the institution\u2019s legal authority, cost and funding remain unresolved.<\/p>\n<p>The solicitation follows President Donald Trump\u2019s August 28 executive order establishing a presidential commission to develop the academy\u2019s governance, curriculum, admissions requirements, service obligations and implementation plan. NASA Administrator Jared Isaacman chairs the commission, which held its first meeting at NASA headquarters in Washington on September 9.<\/p>\n<p>The White House describes the academy as a NASA-led federal institution combining technical education with leadership development and public-service preparation. Its intended workforce pipeline would include future astronauts, scientists, engineers, operators, entrepreneurs, civil servants and military personnel working across the space sector.<\/p>\n<p>NASA is pursuing an aggressive schedule. The RFI calls for groundbreaking by the end of 2027, temporary facilities capable of receiving an initial class of 300 students in 2028 and a permanent campus operating by 2031. The agency is asking states to identify available resources, describe site readiness, address environmental and regulatory requirements, and document proximity to universities, federal installations, aerospace companies and other supporting institutions.<\/p>\n<p>The commission has 120 days from the executive order\u2019s signing to submit recommendations to the president. Its work must address whether the academy should be established within NASA or under another organizational framework, how it would obtain accreditation and what degree and experiential-training programs it would offer.<\/p>\n<p>Another central question is whether graduates would incur a federal service obligation comparable to those imposed by existing military service academies. The commission must consider both civilian federal service and service in the armed forces, as well as applicant requirements involving citizenship, security clearances and possible government or military status.<\/p>\n<p>Michael Kratsios, assistant to the president for science and technology, and Kevin Hassett, assistant to the president for economic policy, serve as commission vice chairs. NASA Deputy Administrator Matt Anderson is executive director. Other members include Secretary of War Pete Hegseth, White House Chief of Staff Susie Wiles, Office of Management and Budget Director Russell Vought, Air Force Secretary Troy Meink and the assistant to the president for national security affairs.<\/p>\n<h2>Executive Action Does Not Settle Congressional Authority<\/h2>\n<p>Despite NASA\u2019s site-selection preparations, the executive order does not by itself complete the academy\u2019s establishment. It directs the commission to identify required legislative measures and states that implementation will follow presidential approval and any necessary legislative action. It also makes the project subject to applicable law and the availability of congressional appropriations.<\/p>\n<p>The order therefore creates a planning mechanism rather than providing a complete statutory and funding basis for the institution.<\/p>\n<p>Representative George Whitesides, a former NASA chief of staff, described the concept as intriguing but questioned both its cost and the absence of members of Congress from the commission. Congress would ultimately have a decisive role if establishing the academy requires new federal authorities, dedicated appropriations or changes to NASA\u2019s organizational mandate.<\/p>\n<p>That distinction creates a potentially difficult sequencing issue. States are being asked to assemble site proposals and identify sponsorship resources before lawmakers have approved the academy, determined its budget or decided how it should relate to existing federal education and workforce programs. The commission must also evaluate partnerships and pilot programs that could begin under current executive authority while broader legislation remains pending.<\/p>\n<p>The academy\u2019s combination of civilian technical education, military participation and potential graduate-service commitments could further complicate its institutional identity. NASA is a civilian agency, while the commission includes senior defense and national-security officials and has been directed to consider preparing both civilian personnel and warfighters.<\/p>\n<p>Decisions on governance, admissions and service requirements will determine whether the academy functions primarily as a NASA workforce institution, an interagency space school or a civilian counterpart to the military service academies.<\/p>\n<h2>Texas, Florida and Alabama Position for Campus<\/h2>\n<p>Competition among established space states began before NASA released the RFI. During the August 28 ceremony at Johnson Space Center in Houston, Trump acknowledged lobbying by Senator Ted Cruz and Representative Brian Babin, whose district includes the center. Babin has publicly advocated locating the academy in Houston.<\/p>\n<p>Florida lawmakers, including Senators Ashley Moody and Rick Scott and Representative Mike Haridopolos, promoted their state in a September 3 letter to the White House. Florida\u2019s case rests on an ecosystem that includes Kennedy Space Center, Cape Canaveral Space Force Station, launch operators, spacecraft manufacturers and universities supporting aerospace education and research.<\/p>\n<p>Huntsville, Alabama, is also under discussion. The city hosts NASA\u2019s Marshall Space Flight Center, a large aerospace and defense industrial base and the U.S. Space &amp; Rocket Center, which operates Space Camp and existing Space Academy educational programs.<\/p>\n<p>The contest resembles the prolonged effort to select a permanent headquarters for U.S. Space Command. Trump reestablished the command in 2019 and opened a nationwide location competition, but disputes between Alabama and Colorado continued for six years. Although the headquarters reached a ribbon-cutting milestone in May 2026, its permanent facility is not expected to be completed until 2031.<\/p>\n<p>The Space Academy could face similar political, budgetary and construction constraints. Its immediate milestones are the October 26 deadline for state submissions and the commission\u2019s report to the White House in late December.
