The proposed split would direct approximately \u20ac65.5 billion to space programs over seven years, substantially elevating space within the European Union\u2019s next long-term budget.<\/p>\n<p>The \u20ac131 billion envelope forms part of the Commission\u2019s proposal for the EU\u2019s next Multiannual Financial Framework, or MFF. Covering 2028 through 2034, the broader spending plan would establish the Union\u2019s budget priorities after the current framework expires at the end of 2027.<\/p>\n<p>Kubilius, who oversees the Commission\u2019s Directorate-General for Defence Industry and Space, said the Commission\u2019s objective is to divide the combined envelope equally between space and defense-related activities. That would provide space with average funding of about \u20ac9.4 billion annually, although actual expenditure would depend on the final budget structure, individual program legislation and annual appropriations.<\/p>\n<p>The proposed allocation has not been finalized. EU member states must unanimously approve the MFF in the Council after obtaining the consent of the European Parliament. Political negotiations can significantly change both the total budget and the distribution of funding among policy areas.<\/p>\n<h2>A Major Increase, but Not a Direct Comparison<\/h2>\n<p>The current EU Space Programme has a budget of approximately \u20ac14.9 billion for 2021\u20132027. It supports Galileo and the European Geostationary Navigation Overlay Service for satellite navigation, Copernicus for Earth observation, the EU Space Surveillance and Tracking system and the governmental satellite communications initiative GOVSATCOM.<\/p>\n<p>A \u20ac65.5 billion allocation would be more than four times the nominal budget of the current program. The figures are not directly comparable, however, because the proposed envelope could cover a broader range of security, defense and dual-use space capabilities rather than only the established civilian space program.<\/p>\n<p>Detailed allocations among individual programs have not yet been disclosed. The final package could support continued operation and modernization of Galileo and Copernicus, deployment and operation of the IRIS\u00b2 secure-connectivity constellation, space-domain awareness, protection of orbital infrastructure and improved European access to space. Funding boundaries between civil, security and military applications will be an important issue during negotiations.<\/p>\n<p>The planned division also reflects the growing dependence of European security and economic activity on satellites. Navigation, communications, Earth observation and space-surveillance systems provide services for civilian authorities while also supporting border monitoring, crisis response, military mobility and secure government operations.<\/p>\n<h2>Funding Structure Will Shape Industrial Impact<\/h2>\n<p>For Europe\u2019s space industry, the scale of the proposed allocation could provide greater continuity for satellite manufacturing, launch services, ground infrastructure and downstream applications. Seven-year budget commitments are particularly important for large constellations and infrastructure programs that require multiyear procurement, deployment and replenishment cycles.<\/p>\n<p>The industrial impact will depend on how much funding is assigned to operational systems rather than research, and whether procurement rules favor European supply chains and sovereign capabilities. Member states are also likely to debate the balance between established institutional programs, emerging defense requirements and support for commercial space companies.<\/p>\n<p>The proposal places space alongside defense as a central component of the EU\u2019s security and competitiveness agenda. It does not yet guarantee \u20ac65.5 billion in space spending: that amount remains the Commission\u2019s negotiating position until member states and the European Parliament agree on the overall MFF and the legislation governing its individual programs.<\/p>\n<p>The next major step is the interinstitutional negotiation over the 2028\u20132034 budget.
