Douglas Schiess said during a September 15 address at the Air &amp; Space Forces Association\u2019s Air, Space &amp; Cyber Conference in National Harbor, Maryland. The unusually direct acknowledgment broadens the publicly confirmed scope of U.S. military activity in space, although Schiess disclosed no details about the weapons\u2019 design, number, orbital locations or operational missions.<\/p>\n<p>\u201cToday, Guardians operate on-orbit weapons that can defend the Joint Force against space-enabled attacks,\u201d Schiess said. \u201cOur aim is deterrence.\u201d<\/p>\n<p>The statement represents a departure from the more general language U.S. defense officials have traditionally used when discussing offensive and defensive counterspace capabilities. Publicly identified Space Force systems have largely included ground-based satellite communications jammers, space-domain-awareness sensors and spacecraft used for inspection or rendezvous demonstrations. Schiess did not identify the newly acknowledged orbital weapons or say whether they produce kinetic, electronic, cyber or other effects.<\/p>\n<p>That distinction matters because an orbital weapon does not necessarily imply a system designed to physically destroy another satellite. Counterspace operations can include reversible effects such as radio-frequency interference, temporary sensor disruption or actions intended to deny an adversary access to satellite-enabled communications, navigation and targeting. Kinetic attacks, by contrast, can generate long-lived debris that threatens military, civil and commercial spacecraft indiscriminately.<\/p>\n<p>Schiess described space as both a battlefield and the foundation for joint-force operations. Military satellites provide positioning, navigation and timing; secure communications; missile warning and tracking; weather data; intelligence; surveillance and reconnaissance; and targeting support. Disrupting those services could degrade operations across air, land, sea and cyber domains without directly attacking conventional forces.<\/p>\n<p>He said potential adversaries are developing counterspace systems specifically intended to erode the United States\u2019 orbital advantage. China and Russia possess combinations of direct-ascent anti-satellite missiles, electronic warfare systems, cyber capabilities and spacecraft able to conduct close approaches to other objects in orbit.<\/p>\n<p>Russia demonstrated the debris risk associated with destructive counterspace operations in November 2021 when it used a direct-ascent missile to destroy the defunct Cosmos 1408 satellite. The test produced more than 1,500 trackable debris fragments, as well as smaller material that could not be reliably cataloged.<\/p>\n<h2>Electronic Warfare and Rapid Orbital Response<\/h2>\n<p>Schiess separately described the combat actions of a Guardian identified as Specialist Gray, who deployed to the U.S. Central Command area of responsibility with the 42nd Electronic Warfare Detachment during Operation Epic Fury. According to Schiess, Gray reconfigured her weapon system, executed non-kinetic fires and conducted electromagnetic warfare against an adversary while incoming missiles threatened her site.<\/p>\n<p>The episode indicates how Space Force personnel can deliver counterspace effects from a terrestrial combat location, but Schiess did not identify Gray\u2019s equipment or explicitly connect it to the on-orbit weapons mentioned earlier in the address. The account therefore does not establish that the classified orbital systems themselves are electromagnetic-warfare platforms.<\/p>\n<p>Schiess also cited Victus Haze as evidence that the service is shortening its response time to emerging orbital threats. Rocket Lab launched an Electron rocket carrying its Pioneer spacecraft from Launch Complex 1 in New Zealand on June 19, 2026, only 16 hours and 42 minutes after receiving a notice to launch from the Space Force.<\/p>\n<p>The mission placed Pioneer into low Earth orbit for rendezvous and proximity operations involving True Anomaly\u2019s Jackal spacecraft, which had launched earlier. The ability to place a maneuverable spacecraft into an initially undisclosed orbit on short notice could support inspection, characterization, tracking or reinforcement missions during a crisis. It also requires responsive launch infrastructure, pre-integrated spacecraft, flexible range operations and ground systems capable of rapidly generating trajectories and command plans.<\/p>\n<p>The Space Force is expanding related capabilities as the United States develops the Golden Dome missile-defense architecture. Planned elements include proliferated sensing and tracking satellites, command-and-control networks and space-based interceptors intended to counter ballistic, hypersonic and other advanced missile threats. Such systems would place additional military hardware in orbit while creating new requirements for resilience, protection and rapid replenishment.<\/p>\n<p>Over the past year, the service has awarded more than $12 billion in major contracts covering national-security launches, space-based tracking satellites and other defense technologies. Recipients have included SpaceX, Rocket Lab, L3Harris and Boeing.<\/p>\n<p>Schiess said the Space Force will continue building more resilient architectures, accelerating acquisition and increasing its ability to respond to threats.
