Tracking, telemetry, command uplinks and data downlinks all depend on this infrastructure.

As low Earth orbit constellations expand, the ground segment is shifting from a handful of stations supporting an individual satellite to integrated networks serving entire constellations.

Drawing on publicly available ground station information, Chinese space publication Nihao Space has compiled an overview of China’s commercial ground station sector.

1. How Many Commercial Ground Stations Does China Have?

According to the figures compiled in the review, China has built more than 120 ground stations equipped with over 220 systems.

Within the commercial space sector, an incomplete survey identifies at least 61 sites and 136 systems operated by seven companies. These cover major operating bands, including S, X, C, Ka, and VHF/UHF.

<div style="max-width: 1100px; margin: 24px auto; font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, 7.3-meter systems form the largest individual category, with 43 systems accounting for 32% of the surveyed total. There are also 21 systems with 12-meter antennas, representing 15%, and 15 systems with 4.5-meter antennas, representing 11%. The remaining 57 systems use other antenna diameters and account for 42%.

By operating band, dual-band S/X systems dominate, with 56 systems accounting for 41% of the total. X-band systems follow with 31 systems, or 23%. Another 12 systems support S/X/Ka bands, representing 9%, while the remaining 37 systems use other bands or combinations, accounting for 27%.

Most of the surveyed systems are already providing tracking, telemetry and command (TT&C), data reception and other ground support services for Chinese constellations.

The review lists 116 systems as operational, concentrated primarily in Xinjiang, Heilongjiang, Hainan and Ningxia. It separately identifies 20 systems as built by the operators themselves, mainly in Heilongjiang, Hainan, Shanxi and overseas markets.

Taken together, the figures indicate that commercial ground station deployment has reached substantial scale, with much of the infrastructure already supporting operational services.

2. Two Types of Operators, Two Approaches

China’s commercial ground station developers fall broadly into two groups: specialist TT&C service providers and constellation operators. Both build ground stations, but their business objectives differ.

Specialist TT&C Service Providers

Companies specializing in spacecraft TT&C include Emposat, Xingyi Space, Geovis Insighter, Huanyu Satellite and Shifang Satlink. These providers account for much of the commercial sector’s third-party tracking and control capacity, building ground station networks to serve launch vehicle companies, satellite owners and constellation operators.

A gap has already emerged between the leading companies and other providers. The largest operators have broader station networks, support more frequency bands and are expanding internationally to offer services across a wider geographic area. Others remain more focused on China or supplement their networks through a combination of their own stations and partner facilities.

Emposat, for example, reports a global deployment of more than 60 ground station systems and paid services delivered for over 700 satellites and launch vehicles. Its stated capabilities include contact opportunities on each of a low Earth orbit satellite’s roughly 15 daily orbits, as well as 24 data downlink opportunities per day. The company also reports reducing the interval between satellite–ground contacts from a traditional eight hours to about one hour, with the ability to deliver more than 100 GB of data to a user within 30 minutes.

These companies effectively sell access to ground infrastructure and operational services. Customers can purchase TT&C and data downlink services as needed, without building a complete ground station network themselves.

Emposat Supports Seven More Satellites – On August 25, 2026, a Long March 6C rocket successfully launched seven satellites from the Taiyuan Satellite Launch Center in Shanxi, China. This brought the cumulative number of satellites and launch vehicles supported by its paid services to 716. Photo credit: Emposat

Constellation Operators

The second group includes constellation operators such as China Satellite Network Group, SpaceSail, Huantian Wisdom and Skysight. For companies planning large satellite fleets, ground stations form an integral part of their own operating infrastructure.

These companies typically locate stations according to their constellations’ orbits, service requirements and data downlink needs. Unlike specialist TT&C providers, they do not necessarily aim to sell ground services to external customers. Their priority is coordinating the ground segment with their own satellites and constellation operations.

The distinction is straightforward: specialist providers primarily build stations to serve other companies, while constellation operators primarily build them to support their own fleets.

Huantian Constellation Ground Receiving Station – As of June 2026, the Huantian Constellation ground receiving station had received satellite data during 410 orbital passes, with a total downlink data volume of 10 TB. Photo credit: Meishan Release.

3. An Emerging Market Structure, but Persistent Commercial Constraints

The sector’s competitive structure is beginning to take shape, although gaps in service coverage and weak profitability remain.

The review identifies Emposat, Xingyi Space, Huanyu Satellite and Geovis Insighter as the leading group. A separate set of figures cited in the article puts their combined networks at 117 ground station sites and 129 TT&C systems, with more than 2,200 satellite and launch vehicle service engagements.

Constellation operators are likely to distribute contracts among multiple providers to reduce operational risk. Industry participants cited in the review expect the market eventually to support three or four major TT&C companies.

Building Ground Stations Requires Significant Capital Investment – Ground stations are costly to build. A complete system includes an antenna ranging from 3 to 13 metres in diameter, a servo system, radio-frequency equipment, baseband processing equipment, TT&C software, equipment rooms and supporting facilities. Investment can range from several million to tens of millions of yuan. Deploying a global ground station network also entails ongoing costs for site selection, maintenance and equipment upgrades. Photo credit: Our Space.

Limited Overseas Coverage

The shortage of overseas stations is a major constraint. China spans roughly 50 degrees of longitude, and stations located within its borders alone cannot provide continuous global contact with low Earth orbit satellites. Wider geographic distribution is needed to reduce gaps in tracking and data downlink opportunities.

According to the review, approval for an overseas ground station can take around 12 months, while policy support remains insufficient. Geopolitical restrictions can further complicate direct ownership and operation abroad.

Some Chinese providers therefore lease overseas facilities or sell completed stations to foreign companies and arrange access through those operators. Such structures can limit operational control. When the assets are not held by the Chinese provider, they can also be harder to use as a basis for financing.

Industry estimates cited in the review suggest that existing Chinese TT&C networks collectively meet only 50–60% of satellite customers’ requirements.

Price Competition and Demand That Has Yet to Materialize

The review identifies two main reasons for weak profitability.

First, aggressive price competition. It cites an international TT&C service price of roughly US$200 per orbital pass, compared with an earlier Chinese price of about RMB 900. On the purchasing-power-parity basis used in the article, these rates were broadly comparable.

As investment in commercial space increased, however, some providers began using funding to undercut competitors and gain market share. The review reports that prices fell to around RMB 200 per pass, below the cost of service provision, making it difficult for companies to earn a profit from TT&C services alone.

The article also cites estimates that TT&C expenditure at international pricing levels amounts to approximately 15% of a satellite’s manufacturing cost, compared with about 1% under current Chinese pricing.

Second, insufficient demand. China’s commercial space industry began developing later than those of some established space markets. Limited launch capacity has slowed the deployment of large low Earth orbit satellite internet constellations, including those of China Satellite Network Group and SpaceSail.

With these constellations yet to establish the regional service capabilities envisaged in their plans, much of their potential demand for TT&C and data transmission services has not yet materialized.

4. How Relay Satellites and Laser Links Could Expand Coverage

Limited overseas infrastructure raises a central question: how can providers improve satellite tracking, control and data transmission services beyond the reach of their existing ground stations?

Relay Satellites Extend the Connection

A relay satellite adds a node in space between a satellite and the ground. Once a satellite moves beyond a ground station’s coverage, it can send data to the relay, which then forwards it to Earth.

This can reduce the need to wait for the next direct ground station pass and provide additional opportunities to transmit data.

Relay Satellites: Satellites for Satellites – Relay satellites operate in geosynchronous orbit, about 36,000 km above Earth. From this vantage point, they can see both spacecraft in medium and low Earth orbits and ground stations. Acting as data hubs in space, they relay data and commands between spacecraft and the ground.

Relay systems face their own constraints, however. Relevant communications licenses and approvals can be difficult to obtain, while each user satellite needs a dedicated communications terminal, adding cost.

The review estimates that a high-orbit relay satellite costs approximately RMB 300–500 million. Under the cost-recovery assumptions it cites, service charges would need to reach around RMB 10,000 per orbital pass.

Inter-Satellite Laser Links Reduce Dependence on Ground Stations

Laser links offer another way to strengthen TT&C and data transmission capacity for large constellations.

One proposed architecture connects dozens of satellites into a cluster, with two or three designated satellites handling relay traffic and downlinks to the ground. Data can travel through the cluster to a satellite with an available ground connection, reducing the need for every spacecraft to establish its own direct downlink at the same time.

5. The Challenges Onboard AI Creates for Ground Operations

The rapid development of onboard AI is changing the relationship between spacecraft and the ground. The traditional model of ground-issued commands and onboard execution is beginning to give way to greater spacecraft autonomy and closer coordination between space and ground systems.

This shift can improve mission performance, but it also changes what TT&C providers must deliver.

Eight Satellites in Group 02 of the “Star Compute” Constellation – On October 14, 2026 (Beijing time), ADA Space successfully launched eight satellites for Group 02 of its “Star Compute” program aboard a Zhuque-2E Y4 rocket. Within a single orbit, the system autonomously controlled the spacecraft’s attitude without human intervention.

Such demonstrations point toward a broader change in ground operations. Rather than issuing every individual command, ground teams will increasingly define operating rules, supervise safety and train or update the models used onboard.

As autonomy expands, operating models built around continuous human supervision and command-by-command intervention will become harder to sustain at constellation scale.

Large Constellations Require More Automated, Concurrent Operations

The review puts the global active satellite population at more than 16,000 in 2026 and cites approximately 300,000 collision avoidance maneuvers by Starlink satellites during 2025.

At this scale, manually preparing and managing individual command exchanges becomes an operational bottleneck. Ground systems need to handle large numbers of simultaneous tasks, process events within seconds and coordinate responses across entire fleets.

Meeting those requirements will demand substantial changes to ground system architecture, scheduling and automation.

Despite these challenges, a growing satellite population should increase overall demand for tracking and control services. Large constellations also create additional requirements, including collision warnings and maneuver planning and execution.

These services depend on accurate tracking, orbit determination and orbit control. Over time, the ability to manage spacecraft safely and carry out complex operations in orbit is likely to become one of the sector’s most important competitive strengths.

For satellite data users, the practical value of this infrastructure is measured in how quickly observations become usable information. STARPATH GLOBAL combines access to global satellite resources with data analysis to deliver monitoring results, risk alerts and decision support. Organizations planning a remote sensing application can discuss their requirements with our team to match image resolution, acquisition frequency and delivery schedules to the decisions they need to make.

Once a satellite reaches orbit, ground stations become essential to its long-term operation.
