Missile defense, including space-based elements, has long enjoyed bipartisan support in Congress, Plumb said, but he contended that the administration’s ambitious and costly plans eroded Democratic backing.

Plumb said there is no path to the funding the program would require. “There’s no $1.5 trillion dollar [defense] budget coming. Ever. There’s not even partisan support for it, so there can’t be bipartisan support,” he said, referring to the Pentagon topline in Trump’s budget proposal for the fiscal year that started October 1. “When you use the words Golden Dome, now it’s political, and when you politicize national security, you get a political response. So it’s damaging.”

He drew a distinction between missile defense broadly and Golden Dome specifically, which envisions a high-speed global network of sensors and space-based interceptors. “Missile defense is needed, and missile defense will continue,” he said, adding that any administration would keep improving U.S. missile defenses. But the fate of space-based interceptors is less certain. “Are they going to stick around? I think [it’s] probably unlikely,” he said. Plumb noted the current system could mitigate an attack by a rogue state with a handful of missiles, but would be overwhelmed by a barrage from a peer nuclear power such as Russia or China. “Fundamentally, there is no level of missile defense that deters an adversary,” he said. “It just puts pressure on them and they get a vote.”

Lacey Wean, geospatial and space vertical executive for Carahsoft, said funding is the central question for an undertaking involving thousands of contractors and new technologies. “How do you do that effectively, and how do you do that at scale, and how do you do it at a reasonable cost that can actually be funded?” she asked. IonQ executive and former Defense Department CISO and acting CIO Katie Arrington credited the program with one concrete achievement: securing a presidential exception to policy that had barred capabilities funded under Title 10 from use under Title 40 or Title 50, and vice versa. “It took Golden Dome for the president to give an exception, so that satellite images funded under one title could be used for another,” she said.

Plumb framed the issue as one of fiscal stewardship. “This is a $1 trillion system. That is not a good thing to do. The opportunity cost is too great, and it also will never get done,” he said. Arrington emphasized that cybersecurity must be designed into Golden Dome assets from the start. “If it’s not built in from the start, don’t bother,” she said, noting that as acting DoD CIO she signed a memo requiring Golden Dome suppliers to meet NIST Special Publication 800-172, a higher standard than the SP 800-171 benchmark applied across the defense industrial base. “Once it’s in space. It’s gone,” she said.

The program’s survival will hinge on funding decisions and the durability of political support across future administrations, factors the speakers identified as the key open questions.

Speaking at CyberSat, John Plumb, vice president for strategy at K2 Space and the first assistant secretary of defense for Space Policy during the Biden administration, argued that associating the program personally with President Trump turned a traditionally uncontroversial national security effort into a political target.
