Ukrainian President Volodymyr Zelenskyy has awarded Elon Musk the Order of Freedom, one of Ukraine’s highest state honors, recognizing the SpaceX founder’s role in supporting the country through the deployment of Starlink satellite communications services following Russia’s full-scale invasion in 2022.
The award comes at a moment when Starlink has evolved far beyond its original role as an emergency connectivity solution. The low-Earth-orbit satellite network now underpins a significant portion of Ukraine’s military communications architecture, supporting battlefield coordination, command-and-control functions, intelligence distribution, and unmanned system operations.
While the honor recognizes Starlink’s contribution over the past four years, it also coincides with Kyiv’s efforts to secure approval for a new and more controversial application of the network: enabling Ukrainian drone operations deeper inside Russian territory.
Kyiv Pushes for Starlink Coverage Beyond Ukraine’s Borders
Ukrainian officials have been lobbying Musk and U.S. decision-makers to allow Starlink connectivity for drones conducting strikes against targets inside Russia, including ballistic missile launchers that have been used in attacks on Ukrainian cities.
According to statements from Zelenskyy and multiple reports, Ukraine believes access to Starlink beyond its current operational boundaries would improve long-range drone effectiveness, particularly against mobile missile systems and other high-value military assets located well behind the front line.
The request represents a significant departure from Starlink’s established wartime role. Until now, the system has primarily supported communications, navigation, and coordination within Ukrainian territory and occupied regions rather than offensive operations deep inside Russia.
Zelenskyy has indicated that Musk previously viewed such an expansion as a major escalation of the conflict. However, Ukrainian officials have recently suggested that discussions are continuing and that feedback from relevant stakeholders has become more encouraging.
Why Starlink Matters for Long-Range Drone Warfare
The debate underscores how satellite communications have become a critical component of modern drone warfare.
Long-range unmanned aircraft operating hundreds of kilometers from their launch points require reliable communications links for mission updates, target confirmation, navigation support, and battle damage assessment. The latest discussions also highlight the unusual position occupied by SpaceX and Musk in the conflict.
Few private companies have exercised comparable influence over a modern battlefield. Since 2022, Starlink has become deeply integrated into Ukraine’s military operations, giving SpaceX an unprecedented role in a major interstate conflict.
That influence has generated recurring debate regarding the responsibilities of commercial satellite operators during wartime. The award also follows recent efforts to restrict unauthorized Russian use of Starlink terminals.
Ukraine previously worked with SpaceX to address the growing presence of grey-market terminals reportedly being used by Russian forces. Disabling those terminals affected Russian battlefield communications and illustrated the strategic leverage associated with controlling access to commercial satellite networks.
