DOT Forms SPACE Task Force, but Authority to Cut Launch Approval Times Remains Unclear

The US Department of Transportation established the Space Policy Administration, Coordination, and Execution Task Force on September 9 to accelerate commercial launch approvals, expand spaceport capacity and improve launch integration with the national airspace system. However, DOT did not announce approval-time targets, implementation deadlines or new licensing authority, leaving unresolved whether the group can remove existing bottlenecks or will add another coordinating layer to the regulatory process.

Known as the SPACE Task Force, the intradepartmental body will coordinate implementation of the National Space Transportation Policy issued on August 20. Under Secretary of Transportation Ryan McCormack will chair the group, which includes representatives from the Federal Aviation Administration and DOT offices responsible for legal affairs, research and technology, transportation policy, multimodal freight, and aviation and international affairs.

The task force will not replace the FAA’s Office of Commercial Space Transportation, which remains responsible for licensing commercial launches, reentries and launch sites. Its stated function is to align the DOT components involved in commercial-space policy, infrastructure and airspace management.

That structure could help resolve delays caused by overlapping reviews and disconnected decision-making. It also creates the central test facing the initiative: whether departmental coordination produces measurable reductions in approval time or merely requires launch providers to engage with an additional government body.

No Approval-Time Target Announced

Commercial launch companies have repeatedly raised concerns about the time required to obtain licenses, complete environmental reviews and secure authorization for vehicle or mission changes. These delays can affect launch cadence because rapidly reusable or frequently modified vehicles may require regulatory action faster than traditional launch programs.

The FAA authorized a record 204 commercial-space operations in fiscal year 2025, more than it approved during the preceding three decades combined. DOT said the United States conducted 217 of the world’s 329 launches in 2025 and expects demand eventually to reach 10,000 FAA-licensed launches and reentries annually by 2035.

The FAA’s current forecast is substantially more conservative, projecting commercial-space operations to rise from 214 in 2026 to 507 in 2036. The difference suggests that the 10,000-operation figure is an administration planning scenario rather than a firm industry forecast.

Even the lower projection would increase pressure on the FAA’s licensing and airspace-management systems. The National Space Transportation Policy separately directs US launch and reentry ranges to develop capacity for more than 1,000 annual operations by 2030.

DOT has not specified how much the SPACE Task Force should reduce the time required to process a launch or reentry application. It also has not established public performance measures covering application backlogs, interagency reviews or the handling of license modifications. Without such benchmarks, the task force’s effect will be difficult to distinguish from broader changes already underway at the FAA.

Licensing Reform Predates the Task Force

The department launched a separate commercial-space licensing initiative in July. A proposed rule would allow DOT to waive certain environmental and natural-resource requirements when officials determine that they are unnecessary for a launch, reentry or site-operator license.

The proposal addresses requirements under 13 federal laws, including the National Environmental Policy Act, the Endangered Species Act, the Clean Air Act, portions of the Clean Water Act and the National Historic Preservation Act. DOT said requirements necessary to protect public safety, property, national security or US foreign-policy interests would remain in place.

Environmental review is only one part of the approval process. Launch operators may also require vehicle licenses, payload reviews, airspace coordination, range availability and approvals from agencies outside DOT. Because the SPACE Task Force is confined to the Transportation Department, its ability to resolve delays involving other departments and regulators may depend on wider interagency action.

The practical question is therefore not whether DOT has created a coordinating mechanism, but whether that mechanism can shorten the critical path between submitting an application and receiving authorization to fly.

Infrastructure Could Become the Next Bottleneck

Licensing reform alone will not support the launch rate envisioned by the administration. More than half of US launches originate from Cape Canaveral Space Force Station and Kennedy Space Center in Florida. Those sites and Vandenberg Space Force Base in California together account for 83% of US launch activity.

DOT and the FAA are seeking public and industry input on possible new spaceport locations, improvements to existing sites and priority airspace for critical launch corridors. The review includes potential sites in Florida, Georgia and Puerto Rico, as well as offshore launch platforms and public-private financing models.

Priority corridors could reduce repeated airspace-planning work for missions flying similar trajectories. However, DOT has not defined which launches would receive priority, how corridors would be activated or how they would affect airline traffic. Launch and reentry operations must still protect aircraft from vehicle failures, falling stages and debris.

The SPACE Task Force could provide a single DOT-level forum for aligning these licensing, infrastructure and airspace decisions. Its value will ultimately be measured through operational results: shorter and more predictable approval timelines, fewer duplicative reviews, additional range capacity and a higher sustainable launch cadence.

The next concrete step is the October 26 deadline for comments on the FAA’s request for information concerning new spaceport sites and priority launch corridors. Until DOT publishes specific reforms and performance targets, it remains unclear whether the task force will accelerate approvals or mainly reorganize how the department manages them.
